Introduction

Everywhere in the world, poor quality of electric power supply is no


longer accepted by consumers. In many countries, regulatory standards
have therefore been established to ensure a minimum quality of service
for electricity.
Of the many indexes, those most commonly used are:
SAIDI: standard average interruption duration index - e.g.: 96 minutes/year
SAIFI: standard average interruption frequency index - e.g.: 1.2 interruptions/year.
For power supply companies, the increase in quality of service must go hand-in-hand with an improvement in performance
and competitiveness and control of capital expenditure.

Presentation

A product dedicated to remote monitoring of MV substations with a high


level of function integration
Easergy Flair 200C is a remote monitoring unit designed to be installed in the MV substations of a public-private distribution
network or in customers substations.
Easergy Flair 200C is a tool that complements control units for MV substations (Easergy T200 I) and conventional fault
passage indicators (Easergy Flair).

The Flair 200C is an efficient tool


for reducing repair and fault finding
times.
It improves quality of service and
operation for power supply
companies.

Easergy Flair 200C is specially designed to meet customers requirements


for the management of MV substations. It provides compact, open
solutions:
Fault passage indicator compatible with any type of earthing system
Substation monitoring: sending of an alarm in the event of an incident
in the substation for efficient maintenance
Power monitoring unit on the MV and LV network for improved
monitoring of load curves and improved power distribution efficiency
Substation digital concentrator for interfacing between the substations
communicating equipment and the control centre
Communication with the remote control centre with call management
upon alarm
IEC61131-1 programmable logic controller (optional) and calculation
formulas (included as standard equipment) to create specific, tailored
applications.

Easergy Flair 200C takes the form of a polycarbonate-ABS enclosure.

On option, Easergy Flair 200C is provided with a second measurement


and fault current detection channel.

Fault passage indicators

Easergy Flair 200C detects phase-to-phase and phase-to-earth fault


currents on networks with resistor-earthed, directly earthed or isolated
neutral, and compensated system without voltage measurement.
In the case of compensated (Petersen coil earthed neutral) networks, the value of the earth fault is low relative to the value of
the capacitive currents. As a consequence, conventional ammetric detection cannot be used. Easergy Flair 200C uses a new
Insensitive to Capacitive Currents detection technology.
To enhance the reliability of the information transmitted, detection of a fault current is confirmed by loss of the network.
The network loss information is generated either from the voltage failure information processed based on the power supply,
or from the load current on the line. Two fault current detection algorithms are available in the Easergy Flair 200C catalogue:

Ammetric detector (AMP)

Insensitive to Capacitive Currents (ICC) detector

For networks with resistor-earthed, directly


earthed and isolated neutral

The principle of the ICC detector is based on similarity analysis of phase


and earth fault currents to distinguish between an upstream earth fault
current and a downstream fault without voltage measurement.

Permanent phase-to-phase and phase-toearth faults: triggering threshold confirmed by


an acknowledge time and network loss
(Fast) phase-to-phase and transient phase-toearth faults (not confirmed by network loss)
Each type of fault has an associated counter
that can provide relevant information
concerning the number of faults for
maintenance

The ICC algorithm is used on resonance earth. The principle of the ICC
algorithm can also be used with networks with directly earthed and
impedance-earthed neutral, if the value of the capacitive currents is
significant relative to the value
of the earth fault current.

Easergy Flair 200C offers various modes for recording measurements


and transmitting them to the remote control centre. The criteria can be
combined together:

Voltage monitoring and quality control


With the power monitoring unit option, Easergy Flair 200C can indicate power supply faults and provide a log for improved
quality control of the power supplied.
Power off detection thresholds configurable from 5% to 95% of Un
Power on detection thresholds configurable from 70% to 120% of Un
Time for acknowledging power off and on configurable from 20 to 800 ms.

Digital inputs/outputs for substation


monitoring and control
6 configurable digital inputs:
Standard input:
goes to 1 when the digital input is active
FPI input:
goes to 1 when the digital input is active and causes the external
indicator to flash.
Each digital input has its associated counter.

3 configurable digital outputs:

Pulse output:
activation of the command generates on the output a pulse of duration
configurable between 50 ms and 5 s in increments of 5 ms.

Substation monitoring

Archives, indications and alerts for optimum operation


and maintenance
All internal data (variables) and data coming from equipment connected to the Modbus local area network can be recorded
with time stamping.
This information can be transmitted to the remote control centre and/or archived in logs for consultation and downloading (in
the form of .xls files), by connecting a microcomputer locally or remotely.

Variable recording criteria:


Events: information transmitted to the SCADA system
These variables are recorded in the events log. They are transmitted to the remote control centre according to the protocol
exchange conditions
Alarms: spontaneous transmission
These variables are recorded in the alarm log. They trigger spontaneous dial-up to the remote control centre and can send
an SMS or an email according to the configuration
System: can be consulted locally, is designed for operation and maintenance: storing in memory of transmission events,
transmission errors, change of system configuration, etc.

For all the logs, when the maximum storage capacity is reached, the most
recent event erases the oldest event.

Easergy Flair 200C offers full access to all status and measurement
information and the controls of connected devices.
They are treated as an internal variable on which specific processing operations can be performed: archiving, monitoring,
control, alarms, etc.

Easergy Flair 200C, with an optional Ethernet port or a Modbus Master


RS232/485 local communication port, allows:
Interfacing of substation communicating equipment with the remote
control centre via the communication protocols and media available
in the Easergy Flair 200C catalogue. In this case, Easergy Flair 200C
serves as a communication concentrator and gateway.
Monitoring and control of equipment from a PC connected to
Internet via the Easergy Flair 200C Web server (GSM/GPRS or PSTN
transmission media).
Recording and time stamping of variables. Easergy Flair 200C offers
various possibilities for time setting, polling and time stamping of
changes of state depending on the external devices:
-- Sepam type slave, Wade range, Easergy range. These slaves
manage event time stamping and their clocks can be synchronized
by Easergy Flair 200C. The events with their associated dates are
read by Easergy Flair 200C every second.
-- Other slaves. For slaves not managing event time stamping, the
analogue or digital data are read and then generated as timestamped events by the Flair 200C.

Programmable automation system

The Flair 200C is fitted with various devices allowing to perform specific
tailored functions or applications:
Calculation formulas available as a standard feature in the equipment.
An IEC 61131-3 programmable logic controller available as an option, and including a RTU control programming workshop
and a possible communication between equipment.

Calculation formulas
The calculation formulas are available as a standard feature in the Flair
200C.They can be used in the Flair 200C to create relatively simple logic
equations not requiring a programme to be written in PLC language.

the calculation formulas:
Calculation of analogue values to
determine averages, alarms or any other
calculation based on variables.
Combinations of variables, such as:
-- Combining phase and neutral faults
rather than indicating them separately
-- Defining a synthesis of internal faults
-- Managing other equipment of the MV
substation such as the light control,
etc.
Use of a Digital Output (DO) for external
indication of earth fault and/or phase fault
presence.

These formulas can be used to create logic equations based on


combinations of variables more simply than a PLC programme. The
variable types that can be used are the same as for PLC programmes
(existing variables or virtual variables created specifically).
The following functions can be incorporated in the formulas:
Mathematical functions: absolute value, square root, natural logarithm,
base-10 logarithms, exponentials, powers, integer part, etc.
Statistical functions: smallest and largest values, sum and average of
values, etc.
Logic functions: set duration pulse, status copy after a set time, status hold
for a set time, etc.
Time/date functions: current date and time, character string converted
into date and time, time between two executions of formulas, test whether
current day is a working day, etc.
Other functions: values bounded by min and max, delta between previous
and current value.

The existing variables of the Flair 200C that can be used in the
programmes are: TSD, TSS, TM, TSL, DI, DO.
Virtual variables can also be created for the PLC programmes. They can
also be type: DI, DO, DDI, DDO, AI, AO.

Optionally, the Flair 200C can incorporate the IEC 61131-3 programmable logic controller. This allows the user to create
specific tailored client applications.

A specific development platform (RTU Control) is provided (on the


Easergy CD supplied with the equipment) to create or modify a PLC

Communication between equipment


The programmable automation system option also includes a complementary function for communication between equipment
including a Modbus exchange via a TCP/IP link between Flair 200Cs and/or T200s connected on the same MV loop.
This communication allows the exchange of a data table between these Flair 200Cs and/or T200s. This communication
between equipment is typically used for self-healing network applications.
A specific page on the Flair 200C server is used to define the exchange table and this functions operating parameters.

Open to all SCADA systems


Easergy Flair 200C can manage both a serial type protocol and IP protocols (Example: IEC 870-5-101 and IEC 870-5-104).
It is thus possible to mix serial and IP transmission media on a given application.
Two versions or two different protocols are embedded (e.g. IEC 101/104 and DNP3), thereby allowing switch over the other
protocol in total security.

data configuration and monitoring. All that is needed to log on to the Flair
200C is a PC provided with a web browser.
