@pswo Septet een ne ee MEMORANDUM FROM THE OFFICE OF THE REGIONAL DIRECTOR FOR ALL PROVINCIAL ACTION TEAM (PAT) ATTENTION PROVINCIAL COMPOSITE MONITORING AND EVALUATION TEAM (PCMET) CITY/MUNICIPAL ACTION TEAM (CMAT) SUBIECT (1) SELF-ADMINISTRATION OF CONVERGENCE LEADERSHIP COMPETENCY AND FUNCTIONALITY RUBRICS AMONG C/MAT (2) FIELD VALIDATION USING THE MOV CHECKLIST AND SCORING SHEET AMONG PCMET TEAMS FROM ‘THE OIC-REGIONAL DIRECTOR DATE APRIL 18, 2016 ‘The City/Municipal Action Team (C/MAT) plays a vital role in ensuring that concerted efforts of social protection programs and services internal and extemal to DSWD all contribute to maximizing resources, creating synergy, and intensifying the impact to the lives of the beneficiaries. Therefore, it is imperative to strengthen the C/MATs mechanisms and processes that facilitate coordinated delivery of interventions and services. To ensure this role, Convergence Leadership Competency and Functionality Rubrics were developed. These tools serve as a roadmap of every CMAT to assess their current functionality and desired status in ensuring convergence strategy. Along this line, all CMAT will conduct a team pre-assessment (CMAT self-assessment) using the Rubrics among themselves prior to the conduct of the field validation of the Provincial Composite Monitoring and Evaluation Team (PCMET) in their respective areas. The result of CMAT self assessment must be forwarded to AAIII Convergence by April 25, 2016. These documents will serve as basis for PCMET field validation using the MOV checklist and scoring sheet, ‘The assessment team shall complete the base-lining of all CMAT by 2” week of May.
