    The Joint Action Committee of Associations/Unions of BSNL Executives & Non-Executives wrote a letter to the CMD of BSNL requesting the immediate grant of 78.2% IDA instead of 68.8% IDA from January 1st, 2007 for all BSNL employees. It notes that the Communications Minister had agreed to discuss this demand, but a committee was formed to further examine the issue, which will delay settlement.     Sub:- Grant of 78.2% IDA w.e.f. 01.01.2007

    It was agreed in the meeting between Communication Minister and Joint Action Committee
    on 20th April that the demand of the employees for 78.2% IDA instead of 68.8% IDA already
    granted w.e.f. 01.01.2007, will be discussed between BSNL management and the Joint
    Action Committee for early settlement.

    In between, it was brought to our notice that a committee has been formed with Shri. S.R.
    Kapoor, Executive Director (Finance) as Chairman to give recommendations in this respect.
    We feel that there was no need for a committee to go into this matter, which will further delay
    settlement.

    78.2% IDA has been cleared by DPE for CPSEs and further examination of the matter is not
    required. Already one section of employees, those who are on deputation, has been granted
    78.2%. As the Communications Minister rightly put it in the meeting on 20th April, 2010, there
    should be no discrimination between those who are working in BSNL.

    It is, therefore, urged that 78.2% IDA w.e.f. 01.01.2007 be granted to all employees in BSNL
    immediately, ending the discrimination.
