California’s 50th District is seeing its third competitive House election this year. Brian Bilbray, the winner of the special
election to replace Rep. Duke Cunningham, is facing off once more against Francine Busby. The Cook Political Report
ranks this race “Likely Republican.”

The District
Including parts of San Diego and its eastern
suburbs, the 50th was represented by
Cunningham until his resignation over
bribery charges earlier this year. Both parties
targeted the April special election and June
runoff, and Bilbray ultimately won over
Busby by 7,000 votes out of nearly 150,000
cast. Both candidates also won the primary
for the November election, and the campaign
has continued throughout the year.

Francine Busby is an educator who ran
against Cunningham in 2004. She is a
member of the Cardiff School Board. In her campaign, she is focusing on cutting the deficit, improving education and

About Brian Bilbray


Brian Bilbray represented another San Diego-area district until his defeat by Rep. Susan Davis in 2000. He worked as a
lobbyist until his return to Congress. In his short time representing the 50th, he has voted 91% of the time with the Bush

Fundraising and Polling


Over the course of the elections, Bilbray raised just under $2.2 million and reported $183,000 on hand. Busby raised
nearly $3.3 million, 82% from individuals, and has $325,000 on hand.
The most recent polls show a close race. An October SurveryUSA poll had Bilbray narrowly ahead, 49-46.
