After 24 years, incumbent Michael Bilirakis is stepping down from this Gulf Coast seat, and his son Gus is hoping to step
into his shoes. Standing in his way are, in September, a primary challenge, and, in November, Phyllis Busansky, hoping to
break the GOP’s decades-long hold on the seat. The Cook Political Report ranks this race “Likely Republican.”

The District
The 9th stretches around Tampa Bay,
including parts of Hillsborough, Pasco and
Pinellas counties. It sits on the I-4 corridor
that has been a key battleground in 2000 and
2004. It leans Republican, but the changing
political climate and open seat have created
an opportunity.

Busansky has a record of electoral success,
winning two terms as Commissioner of
Hillsborough County. She has also served in
several key state and local positions,
including Director of Aging Services in Hillsborough and state director of Florida’s welfare-to-work program. She has
won awards for her record of managing innovative health care and public service programs. She has endorsed an exit
strategy in Iraq and hopes to improve health care, education and services for veterans and seniors.
