One of the now-tiny number of moderates in the House, Rep. Jim Leach’s continued support of his party’s leaders is an
issue in his race against Dave Loebsack. The Cook Political Report ranks this race “Likely Republican.”

The District
Iowa’s 1st covers the state’s southeastern
corner, including the cities of Cedar Rapids and
Iowa City. It is one of a handful of GOP
districts won by Democrats in both 2000 and
2004 – Kerry won here 55-44.

First elected in 1976, Leach has stayed loyal to the Republican Party even as his district has become increasingly
Democratic. His voting record sits near the middle of the House, although he has supported the Republican position on

Leach has raised $444,000 and has $42,000 on hand. Loebsack has kept pace, bringing in $369,000 and retaining $34,000
on hand. The latest Constituent Dynamic poll showed this race tied, 48-48.
