Senate, 534 Dirksen Senate Office Building Washington, DC 20510 Dear Chairman Dodd: | commend you for your strong leadership in introducing the Restoring American Financial Stabilty Act of 2010. As the Committee moves forward with legislation to restructure and reform the U.S. financial services regulatory system, | ask that you incorporate three technical provisions into the measure to enable the National Credit Union Administration to continue mitigation of the effects of the market dislocations of the last two years. NCUA worked closely with Congress in 2009 to devise a mechanism through which the National Credit Union Share Insurance Fund could remain well capitalized despite significant losses in the corporate credit union sector. That mechanism, known as the Corporate Credit Union Stabilization Fund, was established by the Helping Families Save Their Homes Act of 2009 and has served since enactment to enable NCUA and credit unions to maintain a stable and well-functioning system, Several accounting-related changes have occurred during the last 10 months which necessitate ‘modifications in the structure and operation of the Corporate Credit Union Stabilization Fund. The attachment details the issues and sets forth suggested legislative language to address the situation.
