For Immediate Release: Okaloosa County Local Action Plan and
AreaContingencyPlan
The State of Florida in association with Okaloosa County and the
City of Destin are implementing a Local Action Plan (LAP) to
address the need to collect oil from the Deepwater Horizon spill
(Figure1).CoastalPlanning&Engineering,Inc.(CPE)hasbeen
contracted by the State to implement the LAP. CPE and its
subcontractor, DRC Emergency Services are deploying 36,500 feet
of boom in East Pass and Choctawhatchee Bay. The primary
mission of the LAP is to protect the harbor, marinas, and
environmentally sensitive habitats within Choctawhatchee Bay
(Figure3).TheLAPsupplementstheAreaContingencyPlan(ACP).

The ACP will be implemented by the Unified Command (US Coast


Guard,BP,StateandFederalAgencies).BPhashiredOBrien/SWS
LocalActionPlan(LAP) Eagletoimplementtheplanthatincludesamultilevelresponsein
the Gulf, on the beach in the Bay and in East Pass. The East Pass

AreaContingencyPlan(ACP) ACPcontainmentboomisstagedatthePassandwillbedeployedif
there is significant oil coming into the pass. If and when that

happens,theCoastGuard,CaptainofthePortwillcloseEastPassto
recreationaltraffic.Untilthattime,thepasswillremainopentorecreationalboating.Forsafetyreasons
andtoimprovetheeffectivenessofbooms,theOkaloosaOilResponseTeamisaskingswimmers,boaters,
andjetskiersinthelocalcommunitytocooperatewiththeireffortsby:

a) Staying within the boundaries of the channel while


acknowledging the nowake and minimum wake zones,
and

b)Avoidingyellowboomlocations(Figure2).

AlloftheboomtobeusedfortheLAPhasbeendeliveredto
the County, and more than half has been wetstaged for
rapid deployment. Last week, currents and boat traffic
combined to slow boom construction. This week, boaters
have helped by slowing down and avoiding the booms
allowingtheteamtomakemajorprogress!Thankyou!The
plan has been adapted each day to address each challenge
but we are not done yet and your continued support and
