REAPPROPRIATION."

Amendment No. 1 to House Bill No. 1136.

Amend House Bill No. 1136 as originally introduced:

Page 11, insert a new section immediately following Section 29 to read as

follows:
" SECTION 30. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. The
reappropriation authorized for statewide grants to public libraries in this
Act shall not be restricted by requirements that may be applicable to other
programs currently administered. New rules and regulations may be adopted to
carry out the intent of the General Assembly regarding the appropriations
authorized in this Act.
No less than thirty (30) days prior to the distribution of any funds
appropriated by this act, the director of the agency shall notify the Speaker
of the House of Representatives of the name and address of each recipient and
the amount that is being distributed to each recipient.
The grants to public libraries authorized by this act shall be
distributed on a per capita basis and include public libraries that do not
meet the guidelines for State Aid to Public Libraries.
The appropriations authorized by this Act and funded through Acts 1442
and 1443 of 2009 to be distributed for the fiscal year ending June 30, 2011
for statewide grants to public libraries shall be distributed directly to the
local libraries independent of the regional system of which they may be a
member."

Appropriately renumber subsequent Section numbers.
