    IhadhopedtotestifyinfavoroftermlimitsinearlierCommissionhearingsbut
    unfortunatelythehearingsconflictedwithmyresponsibilitiesundermyprobation
    afterpleadingguiltytoprovidingprostitutesforformerGovernorEliotSpitzerfor
    whichIservedfourmonthsonRikersIsland.Spitzer,ofcourse,avoided
    prosecution.

    Fourmonthsinprisongivesyoualottotimetoreadandthink.Ihavethoughtabout
    theinequitiesinourpoliticalsystemandhowtoreturngovernmenttothepeople.I
    havethoughtextensivelyaboutthehypocrisyanddoublestandardsthatexistfor
    therulingpoliticaleliteinNewYorkStateandNewYorkCity.

    Specifically,IurgeyoutoconsiderCityCharterrevisionthatwouldstripelectedcity
    officialsoftheircityfundedpensionsiftheyareconvictedofacrime.Whyshould
    citytaxpayersberequiredtofundthelifestyleofthosewhohavebetrayedthe
    publictrust?Whyshouldwecarrydisgracedpoliticiansonthecity'sback?Whenis
    enoughenough?

    OtherStatesandCitiesstriptheirconvictedpublicofficialsoftheirrichpension
    benefitswhentheybetraypublic.WhynotNewYorkCity?Everydaybringsnew
    storiesofcorruptpoliticiansbehavingbadly.Itistimetoendourcurrentpolicyso
    thatthoseentrustedwithpublicofficerealizethereareconsequencesfortheir
    actions.
