Parliamentand ofthe Cormcil of l1 March 2008 on the prwention ofthe useof
the firancial systemfor the purposeofmoney launderingandterrorist fnancing,

In 1999,the VaticanBank's then president,Angelo Caloi4 was contactedby


HolocaustSurvivorsconcemingthe 1998United StatesStateDepartment
EizenstaVslanyReportentitled (lS. ConcernsAbout the Fate ofthe 'yartime
ustqshtzTreasurywhich concludedtherewas evidencepointing to Vatican
involvementin launderingconcenhationcamploot. The VaticanBank however
did not answerHolocaustsurvivorsand litigation in the United StatesDistrict
Court for the Northem District of Califomia ensued' The VaticanBank was
eventuallyfound by the court to be an organofThe Holy Seeand therefore
immuneftom lawsuit in the United Statesbecausetherewas no eiidence that the
Ustashagold conholled by the VaticanBank was still in the United States'This
finding was upheldby the Ninth Circuit Court ofAppeals in SanFranciscoand
becamefinal in March2010.

The VaticanBank neverdeniedthe chargesofmoney launderingor accountedfor


the conc€ntrationcampgold it was accusedof receiving' Plaintiffs produced
volumesofdeclassiheddocumentsandthe transcriptofthe four day depositionof
former US Army CounterIntelligenceSpecialAgent, William Gowen,who
investigatedthe UstashaTreasuryin Romeh 1946-1947araongother evidence'

N4r.Gowen,who residesin New York City, testifiedunderoaththat a l0 truck


convoyofvaluables including concentrationcampgold was receivedat the
VaticanBank in 1946.The value ofthis loot was estimatedto be worth $50
million by US TreasuryAgent EmersonBigelow who alsoreported
contemporaneously to his superiorsin Washingtonaboutth€ incident'

HolocaustSuwivors are concernedaboutthe following:

concentrationcampvictims in former Yugoslavia.

2. Valuablesfrom the UstashaTreasuryor the proceedsofsame may havebeen


usedby the Vatican City Statethough accountsat the VaticanBank to pay for
minting of VaticanEwo denominatedcoins.
