Dear Chief Roberts:

This is to confirm and memorialize your appointment to the position of Police

Chief effective July 13,2010. This appointment is for a term to expire on December 31,
2011. At the end of said term you will be eligible to be considered for nomination by the
Mayor and confirmation by the Court of Common Council for another term, As Police
Chief, you will report to the Mayor and follow all legal directives and orders issued by
him.

Your salary will be SI56,800 per year. Any annual increases which would require
action by the City Council for the Executive Classified Mayoral appointees would be
based on satisfactory job performance evaluations conducted by the Mayor, based on
mutually discussed goals and objectives. Your vacations, holidays and other types of
leave and employment benefits will be in accordance with the City of Hartford Charter
and Article VI, Division 9 Sec. 2-410 (D) of the Human Resources Ordinancej as they
apply to department heads. Additionally, you will receive twenty-four hour use of a City
vehicle and a City cellular phone.
I will honor the agreement you had with the prior administration concerning the
awarding of four (4) months of severance pay at the expiration of your appointment.
Further, in the event that you are asked to resign by the Mayor prior to the December. 31,
2011, you will receive additional severance of one month's pay for each additional year
of service from the date of your appointment up to December 31,2011. If you are asked
to resign or are terminated for cause, including, but not limited to, insubordination,

corruption, gross negligence or other serious misconduct, you will receive none of the
severance pay provided for in this paragraph.
