NY Times: In Climate Quest, the Roof as White

Join our list
Knight
"Since he took over as energy secretary last year, Steven Chu, a
Nobel laureate in physics, has urged Americans to help cool the
planet by painting their roofs a lighter color that reflects sunlight."

"When you're thinking of putting on a new roof, make it white,' Dr.

Chu told Jon Stewart's 'Daily Show' audience in 2009.'It costs no
more to make it white than to make it black."

"Now he is following his own advice: on Monday, Dr. Chu directed

all Energy Department offices to install white roofs during new
construction, when replacing old roofs and wherever an installation
is cost-effective over the lifetime of the roof. The secretary urged
other federal agencies to follow suit."

Support Legislation for Green Building Standards
for State Buildings

"Two bills that require high-performance green building standards

for many state-owned buildings are waiting for the full Senate to
vote, after the Senate Environmental Resources and Energy
Committee approved them in June. House Bill 444 is sponsored by
Representative Matt Smith (D-Allegheny) and Senate Bill 728 is
sponsored by Senator John Rafferty (R-Montgomery). PennFuture
and the state's green building organizations want to make sure the
bills also include public schools when they pass the full Senate this
fall."

Stormwater Management Bill Needs a Surge

"Representative Bob Freeman's (D-Northampton) comprehensive

stormwater bill has been left high and dry since being approved by
the House Local Government Committee last December. House Bill
1390 requires local governments to address existing stormwater
problems and to plan to avoid new problems. Senator Ted Erickson
(R-Delaware) has introduced companion legislation as Senate Bill
524."

Update on Green Investing: A McCord Treasury
Priority
"Since taking office as State Treasurer, I have promoted "green
investing" - investing that can both create jobs and preserve a
natural world of promise for our children and beyond."

"Fortunately, taking the environment into account is also good

business! Despite the economic slowdown, a record $125 billion
was invested in global clean technology in 2009, and that number

Green and Healthy Initiative Introduces Two New

Programs
The Green and Healthy Initiative is a new and exciting program
designed to empower communities with resources, information and
skills necessary to lead healthier, more environmentally friendly
lives. The Initiative consists of two components: the Healthy Homes
Program and the Green Professionals Training program. Through
the Healthy Homes Program, homeowners receive environmentally
friendly money saving techniques that make their homes both
green and safe. Participants may be eligible to receive a cost and
energy saving Eco-roof at a nominal fee. Homes with eco-roofs
save an average of $300 per year on their energy bill. The program
specifically recruits ex-offenders to participate in the training
program. The program is designed for family members of all ages.
The Green Professionals Training program provides training for
local residents and contractors about green construction.

The Partnership CDC is implementing The Green and Healthy

Initiative in partnership with LISC Sustainable Communities
Initiative West; PECO; BIO Neighbors; and R.I.S.E. The Mayor's
Office of Reintegration Services for Ex-Offenders.

Philadelphia Inquirer: A New Incentive To Go Solar

in the Philadelphia Area
"Is going solar proving too daunting - with too many installers to
choose from, reliability hard to judge, and prices all over the place?
For Philadelphia-area homeowners, there's an alternative to going it
alone, starting Monday. Consider it matchmaking for the solar-
inhibited - with a chance to save some money. But you'll have to
hurry. There's an element of speed-dating involved."

"The solar-inclined have three months to sign up for a 15 percent

discount on a system and free educational advice through the latest
phase of a program being rolled out across the country by One
Block Off the Grid, a for-profit San Francisco broker."

Governing Magazine: From Grey to Green in the

Concrete Jungle
"Stormwater management is off the radar for all but the most
knowledgeable practitioners -- or for leaders in cities under federal
consent decree to radically reduce the amount of stormwater
overflowing into rivers and streams."

"More municipalities fall into that category than you might think.
Cities as diverse as Miami, Atlanta and Indianapolis are all under
federal compliance orders to substantially upgrade the treatment of
water flowing back into streams. When sewers are overwhelmed
during heavy rains, untreated runoff infiltrates rivers and streams --
which is ecological bad news."

Eco-Friendly Pest Management Training Program

Launches
The Pennsylvania Integrated Pest Management (PA IPM) Program
received a grant from the Environmental Protection Agency's (EPA)
Pesticide Re-registration Improvement Act (PRIA2) to work on
increasing skill levels of pest management employees at the urban
neighborhood level. PA IPM began an entry-level IPM training
course in collaboration with two local pest control companies, Alpha
to Omega Termite and Pest Control (Qadir and Ayanna-Laney
Martin, Owners), and Pest Free Maintenance (Rhonda and Keith
Griffin, Owners), and the Resources for Human Development
(RHD) in Philadelphia in March of 2010.

The IPM training team provides a 3-week training cycle that

culminates in the students taking the Pesticide Applicator Core and
Category 11 exams through the Pennsylvania Department of
Agriculture. Four, three-week training cycles have been scheduled
with the final one ending in July, with an estimated 70 individuals
completing the course. Several trainees from the first cycle have
already found placement with local pest control companies, and
other trainees have aspirations of starting their own pest control
companies within their communities.

Community Meeting About New Zoning Code

Philadelphia is currently rewriting its sorely outdated zoning code.

Now's your chance to share your ideas about how Philadelphia
should be shaped through zoning by attending one of the
Philadelphia Zoning Code Commission's (ZCC) upcoming public
meetings.

Public meetings serve to update residents on the progress of the

newest draft of the code, and gather important public input on key
changes. The third and final zoning module that is currently under
review focuses on new standards for form and design, open space,
landscaping, parking, and most importantly tree planting and
preservation.

There is one workshop left so be sure to come out to meet your

neighborhoods, share your thoughts, and shape zoning policy. If
you can't make the workshops, share your thoughts on the
proposed development standard policies by taking the ZCC's online
survey.

When: Thursday, July 29, 2010 from 6:00PM - 8:00PM
