INSTRUCTIONS. The class will be grouped into two. All two groups will read
House Bill 3732 (attached), and perform their specific group assignments as follows:
Group 1 will present the mechanics, nature and importance of Aids to Legislation
protected and enforced by Congress in the provision of this Bill that states that
information may not denied to Congress at all times. Group 2 will present the
possible objections of the Executive Department anchored on Executive Privilege,
and will then discuss to the class the nature, rationale and limitations of the
privilege. Feel free to employ or use any method or any medium of reporting/
presentation. The presentation must not exceed 45 minutes each.

To ensure utmost participation by every member of the group, the group

must indicate the participation of each member in the formation and presentation
of the group work. This will then be submitted by the group at the end of the
activity (not at the end of the presentation) when everyone else shall have
made respective presentations. Furthermore, the instructor will employ the
heuristic approach, that is, will ask question at any point in the discussion to any
member of the group, or to any group. Everyone is thus expected to know his/ her
group assignment and to listen to and take note of the other groups’ presentation.

Target dates of presentation are September 4 and 5. A synthesis will be

done at the end of this activity.
