RE: Arrest of Reverend James Manship TO WHOM IT MAY

CONCERN We are writing to request that your office undertake an investigation into the

following:

On or about February 19, 2009 an incident took place inside My Country Store located at 667 Main
Street, East Haven, Connecticut, which resulted in the arrest of the Reverend James Manship. At the
time of his arrest Reverend Manship was videotaping East Haven Police officers in the process of
seizing motor vehicle license plates that were mounted on an interior wall. Discrepancies appear to
exist between the officer's written reports and the much publicized video tape taken that evening.

Following the incident, East Haven Police Chief Leonard Gallo was asked by the Board of Police
Commission members to conduct an investigation into the matter, because of Reverend Manships
involvement regarding allegations of racial profiling by the East Haven Police Department. Several
newspapers have editorials on the arrest (see copies enclosed) and obvious discrepancies with the
officer's written report, when compared to the video which has been shown extensively in the media
and on the internet.

Chief Gallo indicated to the board members that the New Haven State's Attorney's Office had
reviewed the entire matter and determined the officer's reports were acceptable. The Chief never
made us privy to any written reports or communications from the New Haven State's Attorney's
Office.

The Board of Police Commissioners desires to have the incident reviewed and determine the
following:

nil mmmunications to the Chairman of the Board of Police Commissioners
