Sub: Application under s.6 of the Right to Information Act - Information
Concerning Procedure Adapted 1a Award the Contract far Conducting the
All India Rar Examination
Dear Mr. Joshi,
Asa citizen af India, entitled to information under s.3 of the Right to Information
(RTI) Act 2005, 1 request you to provide the information sought in this
application, ‘The appropriate application fee and fees for the copies you may
provide is attached with this letter vide Demand Draft No. 211772 for Rs. 500
drawn on Syndicate Bank dated 9% August 2010 in favour of the ‘Bar Council of
India’. As per the requirement of the RTI Act, my address at which information
may be provided is:

As a ‘public authority’ under the RTI Act 2005, 1 request you to provide the
following information:
i) Whether any public notification was issued inviting proposals to partner the
Bar Council of India in conducting the All India Bar Examination? If so, a copy of
the public notification may kindly be provided.
ii) In the absence of a public notification, kindly provide infcrmation on the
process adepted to call for proposals from organisations/ companies/
institutions etc to partner the Bar Council of India in conducting the All India Bar
Examination
iii) A list of the organisations/ companies/ institutions ete that submitted
proposals to partner the Bar Council of India in conducting the All India Bar
Examination.
iv) Information on the process and criteria adopted to shortlist organisations/
companies/ institutions etc as potentials partners to conduct the All India Barcontd on p2
mination, including details of any points system/criteria adopted to rank the
various shortlisted organisations/ companies/ institutions etc, details of the
composition of the selection panel etc
v) Alist of the shortlisted organisations/ companies/ institutions etc.
vi) The minutes of any meeting where awarding the contract to conduct the All
India Bar Examination was on the agenda.
vii) All records which the Bar Council of India has of communication, including
e-mails and any attachments therein, between any officials/ employees of the
Bar Council of India and any employee/ consultant of Rainmaker prior to the
date of Rainmaker being awarded the contract to partner with the Bar Council of
India in conducting the All India Bar Examination.
viii) The proposal submitted by Rainmaker to the Bar Council of India to partner
the Bar Council of India in conducting the All India Bar Examination.
ix) All other proposals submitted to the Bar Council of India by organisations/
‘companies/ institutions etc to partner the Bar Council of India in conducting the
All India Bar Examination, irrespective of whether they were shortlisted.
x) All contracts/memorandums of understanding and/or agreements between
the Bar Council of India and Rainmaker.
xi) Information relating to the amounts paid by the Bar Council of India to
Rainmaker tiil date, and information relating to the amounts proposed to be paid
by the Bar Council of India to Rainmaker in connection with the All Indfa Bar
Examination.
xii) Information relating to whether the Bar Council of India stands to monetarily
benefit in any way from the conduct of the All India Bar Examination, and if so,
how the proceeds are to be utilized.
I would also draw your attention to the fact that the current website of the Bar
Council of India is not compliant with s.4 of the RTI Act as it does not provide
information relating to the Public Information Officer designated by the Bar
Council of india.
