REPORT OF GENERAL SECRETARY ON THE MEETING OF COMMITTEE
OF JOINT SECRETARY HELD ON 11.10.2010.
A meeting with the various Association pursuant to the decision of GOM
held on 11.10.2010. The committee was mainly represented by Joint Secretary (MIB),, Joint Secretary(Personnel)D/0 Expenditure, Joint Secretary (E), DOPT and Additional legal Advisor, D/0 Legal affairs discussed the issue of upgraded payscale. The ADASA was represented by Vice-President, General Secretary, Delhi Zonal Secretary, Chairman, Maharashtra & Goa Zonal Council, and Shri R. S. Chauhan, AO who presented the issue before the Group of Joint Secretary. The representative of ADASA exclusively addressed the issue related with the merit of the demand based on the observation of GOM meeting held on 17.6.2010. Attention was invited to the yardstick which was applied while deciding the case of Engineering & Programme Cadre in the year 1999 and the related observation of DOPT and Department of Expenditure regarding the Diplome holder Engineering Assistants and AE’s being the Universal Cadre. The representative of ADASA also contestd the issue related with the observation of GOM regarding the LDC/UDC being the universal cadre. Since the Recruitment Rules, Service condition and the nature of duties of LDC/UDC working in AIR & Doordarshan are entirely different from the LDC/UDC working in Central Secretariat and in other department. Hence, it cannot be compared merely on the designation. A copy of the presentation submitted by ADASA is also enclosed for your information. We are not aware whether committee have the requisite mandate to decide the issue but at the same time the view point of ADASA cannot be ignored by the committee.
