Commigsjone/ Comiissione! WHEREAS, the Comelec Command Center received reports of official ballots bearing the same serial number; WHEREAS, due to time constraints, the said ballots can no longer be replaced; NOW, THEREFORE, the Commission on Elections, by virtue of its mandate under the Constitution, the Omnibus Election Code and other election laws, RESOLVED, as it hereby RESOLVES to issue the following guidelines in case the official ballots received bears the same serial number: (1) The Treasurer shall still issue subject official ballots to the Board of Election Teller/s (BET/s). However, he shall take note of its condition in the inventory report; and (2) The Chairman of the BET concerned, prior to the issuance of subject official ballots to the registered voters, shall add one arabic numeral after the last digit of the serial number, starting with number 1, then 2, and so on and affix his initial thereon. In so doing, the ballot will now have different serial numbers. The fact that the ballots have the same serial number and its quantity shall be noted in the Minutes of Voting. Further, the new serial numbers shall likewise be recorded in the Minutes of Voting. Thereafter, the new serial numbers shall be recorded opposite the name of the voter in the EDCVL. aReso 9079 RESOLVED MOREOVER that in all instances, the BETs are directed to issue first the Official Ballots with complete and regular serial numbers and shall only issue the Official Ballot/s with tie above circumstances to the voter, except those which were marked as defective bailots, if there are no more available ballots in the precinct concerned.
