INTRODUCTION
Handloom sector
• World’s installed capacity of handloom is about $4.6mil
• Out of the above, 85% is produced in India.
• India – only country producing handloom in commercial
scale.
• Employs about 6.5million weavers and craftsmen.
• According to HEPC, around Rs 960crore handloom goods
were exported.
• The major handloom states in india are West Bengal,
Tamil Nadu, AP, Assam, Manipur.
• The states account to 75% of handloom weaving in
country
PRODUCTS EXPORTED
The handloom industry mainly exports
-fabrics
-bed linen
-floor coverings
-home furnishings
-curtains, cushions
-towels, kitchen linen.
HANDLOOM EXPORT PROMOTION COUNCIL

• A non profit organization to promote exports in


handlooms.
• A statutory body, under The Ministry of Textiles.
• It was constituted in 1965 with 65 members.
• At present there 2000 members spread all over the
country.
• Basic objective: support and guide the handloom
exporters and international buyers for trade
promotion and international marketing.
EXPORT PROMOTION COUNCIL
Some of the steps taken by HEPC to promote exports in this
field :
• Organizing trade fairs, exhibitions, buyer-seller meets at both
abroad and India.
• Providing guidance, consultancy and support to handloom
exporters.
• Collect, collate and disseminate trade data and commercial
intelligence to exporters.
• Undertaking market studies in individual foreign countries.
• Sending trade missions to the foreign countries.
INCENTIVES AND SCHEMES
• 2% bonus benefits under focus product scheme.
• Specific funds are earmarked under MAI / MDA schemes for
promoting handloom exports.
• Duty free import entitlement of specified trimmings and
embellishments is 5% of FOB value of exports, during
previous financial year. Handloom made-ups have also been
included for the entitlement.
• Machinery and equipment for effluent treatment
plants is exempt from customs duty.

• Duty free import entitlement of hand knotted carpet
samples is 1% of FOB value of exports during previous
financial year.
• Duty free import of old pieces of hand knotted carpets
on consignment basis for re-export after repair is
permitted.
• New towns of export excellence with a threshold limit
of Rs 150 crore shall be notified.
• in case of exports of handlooms, EPCG authorized holders
need not maintain average level of exports.
