QUESTION /SOALAN

Plas Mould Sdn. Bhd. is a manufacturing company that produces air conditioner
casings via plastic mould injection. Plas Mould’s factory is based in Shah Alam,
Selangor. The company’s clients are mostly made of leading Japanese based air
conditioner producers. Plas Mould has a Management Information System (MIS)
in place which provides various reports related to the company’s inventory,
production, accounting and others.

Recently, Plas Mould Sdn. Bhd. acquired their rival company Diacond Sdn. Bhd.
which also manufacturers air conditioner casings in their only factory in
Petaling Jaya, Selangor. Due to this acquisition, Plas Mould made an evaluation
on Diacond’s current IT system. Based on the evaluation, it has been found that
Diacond has a simple MIS system. Other than this, Diacond had also planned to
implement Decision Support System (DSS) and Executive Information System
(EIS) in their company but did not proceed with the plan due to the acquisition.

After going through the system evaluation report, Plas Mould’s Chief
Information Officer (CIO) had decided to implement it’s MIS system in Diacond’s
factory. As for the DSS and EIS, the CIO had studied Diacond’s plan and found
out that both the systems can help to boost decision making process. Even
though the CIO acknowledges that both DSS and EIS system has some
similarities but varies in many ways, he had decided to only implement one of
the system due to budget constraint.

The CIO had called two of his IT managers to prepare proposals on which
system (either DSS or EIS) to be implemented and justify on why they had
selected the particular system over the other. One manager had chose to

prepare a proposal on DSS and the other manager on EIS. Later the CIO will
compare both of the proposals before deciding which system to choose.
Assume that you are one of the IT managers who had been assigned to prepare
the proposal. As such, you need to prepare a proposal report indicating which
system (either choose DSS or EIS) needs to be implemented and justify why you
chose the system over the other. Kindly take note that the proposal report is
only for one company which is Plas Mould Sdn. Bhd. as it has bought over
Diacond Sdn. Bhd. Among the items needed in the report are:

Plas Mould Sdn. Bhd. merupakan sebuah syarikat pembuatan yang menghasilkan
bekas penyaman udara melalui suntikan acuan plastik. Kilang Plas Mould adalah
berasas di Shah Alam, Selangor. Pelanggan syarikat ini terdiri daripada pengeluar-
pengeluar penyaman udara Jepun yang terkemuka. Plas Mould mempunyai Sistem
Maklumat Pengurusan (MIS) yang menghasilkan pelbagai laporan yang berkaitan
dengan inventori, pengeluaran, perakaunan syarikat dan lain-lain lagi.

Baru-baru ini, Plas Mould Sdn. Bhd. telah membeli syarikat pesaing mereka iaitu
Diacond Sdn. Bhd. yang juga merupakan pengeluar bekas penyaman udara di kilang
tunggal mereka di Petaling Jaya, Selangor. Berikutan pembelian ini, Plas Mould telah
membuat penilaian terhadap sistem IT yang digunakan di Diacond. Berdasarkan
penilaian, didapati bahawa Diacond mempunyai suatu sistem MIS yang ringkas.
Selain daripada itu, Diacond telah juga merancang untuk mengimplementasikan
Sistem Sokongan Keputusan (DSS) dan Sistem Maklumat Eksekutif (EIS) di dalam
syarikat mereka tetapi tidak meneruskan rancangan ini disebabkan oleh pembelian
yang telah berlaku.

Selepas mengkaji laporan penilai sistem, Ketua Pegawai Maklumat (CIO) Plas Mould
telah membuat keputusan untuk mengimplementasikan sistem MISnya di kilang
Diacond. Bagi DSS dan EIS pula, CIO telah membaca pelan rancangan Diacond dan
mendapati bahawa kedua-dua sistem tersebut boleh membantu untuk memajukan
proses pengambilan keputusan. Walaupun CIO tersebut mengakui bahawa kedua-dua
sistem mempunyai beberapa persamaan tetapi berbeza dari pelbagai segi lain, beliau
telah mengambil keputusan untuk mengimplementasikan salah satu daripada sistem
tersebut disebabkan kekangan bajet.

CIO tersebut telah memanggil dua daripada pengurus ITnya untuk menyediakan
laporan-laporan cadangan mengenai sistem mana (sama ada DSS atau EIS) yang
patut diimplementasi dan menjustifikasi sebab kenapa mereka telah memilih sistem
tersebut berbanding dengan sistem yang satu lagi. Seorang pengurus telah memilih
untuk menyediakan laporan untuk mencadangkan DSS manakala pengurus yang lagi
satu pula ingin mencadangkan EIS. Kemudian, CIO tersebut akan membaca kedua-
dua laporan cadangan itu sebelum mengambil keputusan untuk memilih sistem yang
mana satu.

Anggapkan anda merupakan salah seorang daripada pengurus IT yang telah
ditugaskan untuk menyediakan laporan cadangan itu. Oleh itu, anda perlu
menyediakan satu laporan cadangan yang menyatakan sistem mana (sama ada
memilih DSS atau EIS) yang perlu diimplementasi dan menjustifikasikan kenapa anda
memilih sistem tersebut berbanding dengan sistem yang satu lagi. Sila ambil perhatian
bahawa laporan cadangan adalah hanya untuk satu syarikat iaitu Plas Mould Sdn.
Bhd. sebab ia telah pun membeli Diacond Sdn. Bhd. Antara perkara-perkara yang
diperlukan di dalam laporan ini adalah:
