WASHINGTON STATE DEPARTMENT OF Caring for Natural Resources your natural resources ‘Peter Goldmark - Commissioner of Public Lands now and forever December I, 2010 City of Bainbridge Island 280 Madison Avenue Bainbridge Island, WA 98110 Dear City of Bainbridge Island Council Members: Preserving Washington’s cultural heritage while ensuring that our responsibilities to the public and pursuing the clean-up and recovery of Puget Sound are shared goals that are not mutually exclusive; and we have spent more than a decade working together toward a long-term solution for your community, ‘The Washington State Department of Natural Resources (DNR) remains eager and willing to enter into a lease with the City of Bainbridge Island for an Open Water Mootage and Anchorage Area. At DNR, we believe that solution remains at hand and we stand ready to sign a lease with the City of Bainbridge Island that will allow the long-term harbor residents to remain on thei boats within Eagle Harbor, In the 1990s, City of Bainbridge Island council members informed DNR of their desire to preserve the liveaboard lifestyle that they believe is unique to their community. DNR began a rule-making process to address liveaboard vessels on state-owned aquatic lands, That process Was open and transparent, involving citizens from around the state including residents of your community, city council members, city planners and liveaboard residents. DNR created a provision in the statewide rule to specifically address the concerns of the Bainbridge Island community. ‘The opportunity for an Open Water Moorage and Anchorage Area was established as a statewide rule in 2002 and subsequently amended into Bainbridge Island’s Shoreline Management Plan in November 2007. The city also amended its local Shoreline Master Plan to allow a higher percentage of residential use (25%) than the statewide rule allows (10%). In the past two years, DNR staff members traveled to Bainbridge Island on multiple occasions to ‘meet with city planners, council members and island residents to negotiate a lease agreement.
