Precinct Patrol Lieutenant Pilot Project

Dec. 7, 2010

Beginning December 19, 2010, the Minneapolis Police Department is implementing

a Precinct Patrol Lieutenant Pilot. For many years Lieutenants have been assigned to
geographic areas called “Sectors”. The Lieutenant was responsible for everything that
occurred within that geographic area as well as a shift of Sergeants and Officers.
With the change, Lieutenants will be assigned to a shift only, rather than both a shift
and a sector. The Lieutenants will be working their shift hours and be responsible for
anything that might occur in the 3rd Precinct during their shift.

Responsibilities of Patrol Lieutenants:

• Lead a shift of Sergeants and Officers.
• Monitor precinct wide crimes and crime patterns occurring during their shift.
• Develop effective strategies to address crime patterns, apprehend offenders and
prevent further crime.
• Deploy resources needed to address crimes as they are occurring.
• Decide which community meetings occurring during their shift require the
presence of a uniformed police officer. When a uniformed officer is needed, the
Lieutenant will attend or assign a Sergeant or Officer to attend in their stead.
*Arrangements for staffing community meetings will be done through the
Crime Prevention Specialist.
• Be available to answer questions from the community and address any complaints
that may arise during their shift.

Shift Assignments and Hours:

• Lt CJ Johnson - Day Watch 5:45 AM to 3:45 PM - 673-5802
• Lt. Lee Edwards - Mid Watch 3:30 PM to 1:30 AM - 673-5787
• Lt. Art Knight - Dog Watch 8:00 PM to 6:00 AM - 673-5788

• Lt. Wes Ostlund - Community Response Team 2:00 PM – Midnight - 673-5734

(Supervise the Community Response Team, Problem Properties Officers and
Crime Prevention Specialists.)

• Lt. Mike Sauro – Property Crimes Investigations

• Crime Prevention Specialists: The CPS’s will continue to be the contact point for
community concerns and problems.

If you contact the precinct with a question for a Shift Lieutenant who isn’t available,
ask to speak with any on duty supervisor. The main number is 673-5703.
