Q1: Was the EU justified in banning cattle products? Was
the immediate intent of the ban to prevent the market
collapse, rather than to protect the public from BSE?
Yes,
They had to protect people
from BSE , however the main
intent was to prevent the
market from collapse.
If cattle from UK was not
banned, entire Europe had to
suffer in the world market.

within the EU
Went to European court of
justice, to prove the ban illegal.
New set of Europe wide
bankruptcy rules.
Bloc more than 70 policy
decisions.
Bog down an intergovernmental
conference on the EU’s future.

Q3: How might this case have been different had the EU not
existed ?
Presence of EU expedited the
spread of disease across the Europe.
Made the member nations more
dependent on the British cattle.
Made it difficult to take the right
action (commonly acceptable).
Q4: What lessons for globalization advocates does this case
raise ?
Countries must strictly adhere to
international norms & standards.
Nations must reduce the level of
dependence on other nations with
respect to any product, service or
raw material.
Q5: Should the UK & rest of the EU vaccinate for FMD ?
Yes, however this was not possible.
It was difficult to distinguish biologically between
animals that are infected & those that have been
vaccinated.
It was not affordable for some of the members of EU.
Using vaccines will make EU loose its
ability to reject low-cost meat from Russia
Africa & S America, where vaccines are
currently used.
