By 8 weeks, bone cells appear in the middle and start changing the cartilage into bone. Between 9 years and 15 years, bone cells appear at the ends of bones and change the cartilage into bone, leaving growth plates. The growth plates allow bones to lengthen as the periosteum continues to lay down bone cells, causing width growth. By 23 years, growth stops as the growth plates are fully changed to bone, leaving only a thin layer of cartilage at the bone ends.
