Dear Kasymzhomart Kemelevich!

As you know, in the framework of the measures aimed at improving the Republic’s
image in the international arena, the Council continues to work under the diplomatic cover with
the American Analytical Center “National Committee on American Foreign Policy” for the
purpose of bringing specific information to the attention of the U.S. leadership.
In this connection, we have passed to the American side issues of concern, prepared by
the RK Ministry of Foreign Affairs regarding the development of Kazakhstan-American
relations for further elaboration with the interested offices in the U.S. (Your Registration #58k of
02/03/2006).
In foreign experts’ opinion, almost all the topics listed are within the competence of the
Analytical Center, except for the Houston and Krakow Initiatives, presenting a good foundation
for specific work by both parties’ experts aimed at achieving practical results in the narrow
issues of mutual relations. Representatives of the “National Committee on American Foreign
Policy” will shortly leave for Washington to bring the specific information to the attention of
some of the U.S. departments and to get their feedback and recommendations.
First of all, the mentioned issues are expected to be discussed with U.S. Assistant
Undersecretary for Europe and Eurasia Matthew Brize and with the U.S. Defense Department
and the U.S. National Security Council.
At the same time, the members of the “National Committee on American Foreign Policy”
are planning to work on the mentioned issues with their Kazakhstan counterparts in the course of
their visit to the Republic in June, 2006, at the International Conference on Water and Energy
Safety in Central Asia held by the UN in the city Almaty. The Center’s delegation in the RK will
consist of Vice-President Donald Rice, Professors of New York and Columbia Universities
Michael Ryvkin and Peter Sinott, Professor of North Carolina University Steven Sable, and
Analytical Center’s Finance Consultant Steven Chernys. The visit will be funded by the Council,
except for the transportation expenses which will be paid for by the American party.

Taking into account the above, and the fact that the work with the “National Committee
on American Foreign Policy” is conducted under the diplomatic cover, we consider it
appropriate to host the delegation from 24 through 30 of June, 2006, together with the RK
Ministry of Foreign Affairs providing an involvement of Kazakhstan’s experts in the work on the
issues listed.

Dear Kasymzhomart Kemelevich!

As you were informed earlier (Registration No. 1/2966c of 04/26/2006), the delegation of
the American Analytical Center “National Committee on American Foreign Policy” is planning
to visit Kazakhstan from 24 through 30 of June, 2006. The purpose is to discuss with the
country’s experts the issues of the development of Kazakhstani-American relations.
In accordance with the previous agreements, the representatives of the mentioned Center
had talks with Richard Boucher, Assistant Secretary of State for South and Central Asian
Affairs. They presented to him the theses prepared by the RK Ministry of Foreign Affairs. In this
connection R. Boucher noted the following.
First, the State Department is concerned about the imbalance in the relations between
Kazakhstan and the three external centers of forces (U.S., RF and PRC) in favor of Russia and
China. The U.S. Administration intends to restore the balance, excluding “approximation” of RK
with one of the three powers, including the United States.
Second, in Washington they consider Central Asia the primary region necessary for the
stabilization and development of Afghanistan, and as a transport corridor from Europe to South
Asia. It is in this context that the White House supports Kazakhstan in acquiring the position of a
leading state in the region, supporting Astana’s pursuit of regional leadership. Uzbekistan is not
considered in this context due to its considerably falling behind Kazakhstan economically and
financially.
Concurrently, the members of the National Committee on American Foreign Policy did
not agree with R. Boucher’s narrow approach to Central Asian powers and the lowering of their
role as a mere addition to South Asia. Moreover, they noted that the CAR is an independent
region, traditionally oriented towards Russia and Europe, but not Asia.

Third, the State Department affirms that the American party has neglected the “Houston
Initiative.” In their opinion, the reason for such an attitude is a lack of guarantees for secure
investment of American capital in the development of Kazakhstan’s middle class (the issues of
the supremacy of law, corruption, and clan connections in operating business in the Republic). In
R. Boucher’s opinion, it will take at least 20 years to shape an investment climate of American
standards in Kazakhstan.
Fourth, the U.S. foreign policy department holds that the Jackson-Vanik amendment
should be canceled regarding RK after Kazakhstan joins the WTO. In this connection, the
representatives of the Analytical Center judge that the United States will support Kazakhstan in
joining the WTO.
Fifth, the Assistant Secretary of State took a special notice of the situation regarding
providing for the succession of power in RK in 2012. According to him, the U.S. is gravely
concerned about the fact that not a single Central Asian state, including Kazakhstan, has yet
shaped a “clear mechanism of smooth transfer of power.” In this connection, he places certain
hopes on the State Commission on Development and Concretization of the Program of
Democratic Reforms, which may become an official forum for dialogue between country’s
different political forces.
Taking into account the above exchange of opinions with Richard Boucher, the Analytical
Center proposes the following main topics of discussion with the Kazakhstan experts in the
course of their visit to RK in June, 2006:
- the issues of Kazakhstan’s preserving the strategic balance between the three world
powers (Russia, China, and the U.S.);
- Kazakhstan’s role, as a leading Central Asian power, in the sphere of national security,
stability, and economic development of the region;
- creation of a mechanism to provide for a legal succession of power in the Republic in the
future;
Concurrently, the representatives of the National Committee on American Foreign Policy
express their wishes to meet with you in person during their visit to the Republic.
