Public health nurses work at three levels - systems, community, and individual/family - to address health issues. At the systems level, they recruit additional partners, identify populations of interest, and establish relationships to refine assessments and set goals. At the community level, they do the same to recruit local partners, identify at-risk populations, and further assess issues. For individuals and families, nurses identify clients, establish relationships, assess strengths and problems, elicit perceptions, and set goals.
