WHEREAS, Article V, Section 5, Letter “a” of the Masonic Constitution
allows Past Grand Masters to nominate other brethren to oppose the incoming Grand Master, Deputy Grand Master and Senior Grand Warden, thus: “Only the incumbent Junior Grand Warden, Senior Grand Warden who were elected as such and Deputy Grand Master shall be deemed automatically nominated to the next higher position, respectively, and the incumbent Grand Secretary and Grand Treasurer shall be deemed renominated to their respective positions, without prejudice in all these cases to other nominations that may be done by the Past Grand Masters; .... (underscoring ours)” WHEREAS, this underlined phrase has been abused by Past Grand Masters in nominating a brother to contest with the then Deputy Grand Master for Grand Oriental Chair, first in the Bacolod ANCOM of 1991 and then in the Legaspi ANCOM of 2001, which nominations virtually attempt to negate the mandate earned during three previous ANCOMs; WHEREAS, such nominations have caused so much confusion, factionalism and disharmony within the whole Masonic jurisdiction; WHEREAS, there is the fundamental need to protect the mandate earned at ANCOMs by the elected Grand Lodge officers from any future malicious manipulations that may again be done by Past Grand Masters; NOW, THEREFORE, be it RESOLVED, as it is hereby resolved to amend Article V, Section 5, Letter “a” by deleting the afore-underlined PHRASE, thus disallowing the Past Grand Masters from making other nominations to contest the incoming Grand Master, Deputy Grand Master and Senior Grand Warden; RESOLVED, FURTHER. that this Resolution be submitted for consideration of the Grand Lodge Committees on Resolutions/Amendments to the Constitution and of the forthcoming Grand Lodge Annual Communications in Davao City, April 28-30, 2010.
