ﻤﺎﺩﺓ )(١
ﺘﻌﺘﺒﺭ ﻫﺫﻩ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﺠﺯﺀ ﻤﻥ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﺍﻟﺸﺎﻤﻠﺔ ﺍﻟﻤﺸﺎﺭ ﺍﻟﻴﻬﺎ ﻓﻲ ﺍﻟﻤﺎﺩﺓ ) (٣ﻤﻥ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﺍﻟﻔﻨﻴﺔ ﺍﻹﻟﺯﺍﻤﻴـﺔ ﺍﻟﺨﺎﺼـﺔ ١-١
ﺒﺎﻟﻤﻭﺍﺩ ﺍﻟﻤﻀﺎﻓﺔ ﺍﻟﻤﺼﺭﺡ ﺒﺈﻀﺎﻓﺘﻬﺎ ﺇﻟﻰ ﺍﻟﻤﻨﺘﻭﺠﺎﺕ ﺍﻟﻐﺫﺍﺌﻴﺔ ﻟﻼﺴﺘﻬﻼﻙ ﺍﻵﺩﻤﻲ ،ﻭﺘﺴﺭﻱ ﻋﻠﻰ ﺍﻟﻤﻭﺍﺩ ﺍﻟﻤـﻀﺎﻓﺔ ﻋـﺩﺍ
ﺍﻟﻤﻭﺍﺩ ﺍﻟﻤﻠﻭﻨﺔ ﻭﺍﻟﻤﺤﻠﻴﺎﺕ .ﻭﻻ ﺘﺴﺭﻱ ﻋﻠﻰ ﺍﻷﻨﺯﻴﻤﺎﺕ ﺍﻷﺨﺭﻯ ﻏﻴﺭ ﺍﻟﻭﺍﺭﺩﺓ ﻓﻲ ﺍﻟﻤﻼﺤﻕ.
ﻴﺴﻤﺢ ﻓﻘﻁ ﺒﺎﺴﺘﺨﺩﺍﻡ ﺍﻟﻤﻭﺍﺩ ﺍﻟﻤﻀﺎﻓﺔ ﺍﻟﺘﻲ ﺘﻠﺒﻲ ﺍﻟﺸﺭﻭﻁ ﺍﻟﻤﻁﻠﻭﺒﺔ. ٢-١
ﺍﻟﺘﻌﺭﻴﻔﺎﺕ ﺍﻟﻭﺍﺭﺩﺓ ﻓﻲ ﻫﺫﻩ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ: ٣-١

ﻤﻀﺎﺩﺍﺕ ﺍﻟﺘﺄﻜﺴﺩ ) :(antioxidantsﻤﻭﺍﺩ ﺘﻁﻴل ﻤﻥ ﻤﺩﺓ ﺼﻼﺤﻴﺔ ﺍﻟﻤﻨﺘﻭﺠﺎﺕ ﺍﻟﻐﺫﺍﺌﻴﺔ ﺒﺤﻤﺎﻴﺘﻬﺎ ﻤﻥ ﺍﻟﺘﻠـﻑ ٢-٣-١

ﻜﻤﺎ ﻤﺸﺎﺭ ﺍﻟﻴﻬﺎ ﻓﻲ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﺍﻟﺨﺎﺼﺔ ﺒﻬﺎ ،ﻭﺍﻟﻰ ﺤﻴﻥ ﺍﻋﺩﺍﺩﻫﺎ ،ﺘﺴﺭﻱ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﺍﻻﻭﺭﻭﺒﻴﺔ ﺭﻗﻡ ٣٩٨ﻟﺴﻨﺔ .١٩٨٩ )*(

ﻴﻤﻜﻥ ﻓﻘﻁ ﺍﺴﺘﺨﺩﺍﻡ ﺍﻟﻤﻭﺍﺩ ﺍﻟﻭﺍﺭﺩﺓ ﻓﻲ ﺍﻟﻤﻼﺤﻕ ) (١ﻭ ) (٣ﻭ ) (٤ﻭ ) (٥ﻓﻲ ﺍﻟﻤﻨﺘﻭﺠﺎﺕ ﺍﻟﻐﺫﺍﺌﻴﺔ ﻟﻼﻏﺭﺍﺽ ﺍﻟﻤـﺫﻜﻭﺭﺓ ١-٢
ﻓﻲ ﺒﻨﺩﻱ ) (٣-١ﻭ ).(٤-١

ﻴﺴﻤﺢ ﺒﻭﺠﻭﺩ ﺍﻟﻤﻭﺍﺩ ﺍﻟﻤﻀﺎﻓﺔ ﻓﻲ ﻤﻨﺘﻭﺝ ﻏﺫﺍﺌﻲ ﺍﺫﺍ ﻜﺎﻥ: ١-٣
ﻤﻨﺘﻭﺝ ﻏﺫﺍﺌﻲ ﻤﺭﻜﺏ ﻏﻴﺭ ﻤﺎ ﺫﻜﺭ ﻓﻲ ﺒﻨﺩ ) (٣-٢ﻭﺫﻟﻙ ﻀﻤﻥ ﺍﻟﺤﺩ ﺍﻟﻤﺴﻤﻭﺡ ﺒﻪ ﻓﻲ ﺃﺤﺩ ﻤﻜﻭﻨـﺎﺕ ﻫـﺫﺍ )ﺃ(
ﺍﻟﻤﻨﺘﻭﺝ ﺍﻟﻐﺫﺍﺌﻲ.
ﻤﻀﺎﻓﺎ ﺍﻟﻴﻪ ﻨﻜﻬﺔ ﻀﻤﻥ ﺍﻟﺤﺩ ﺍﻟﻤﺴﻤﻭﺡ ﺒﺎﻀﺎﻓﺔ ﺍﻟﻤﺎﺩﺓ ﺍﻟﻤﻀﺎﻓﺔ ﺍﻟﻰ ﺍﻟﻨﻜﻬﺔ ﻭﻓﻘﺎ ﻟﻬﺫﻩ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﻭﺘﻡ ﻨﻘﻠﻪ ﺍﻟﻰ ) ﺏ(
ﺍﻟﻤﻨﺘﻭﺝ ﺍﻟﻐﺫﺍﺌﻲ ﺒﻭﺍﺴﻁﺔ ﻫﺫﻩ ﺍﻟﻨﻜﻬﺔ ﺒﺸﺭﻁ ﺍﻨﻪ ﻟﻴﺱ ﻟﻠﻤﺎﺩﺓ ﺍﻟﻤﻀﺎﻓﺔ ﺃﻱ ﻭﻅﻴﻔﺔ ﺘﻘﻨﻴﺔ ﻓﻲ ﺍﻟﻤﻨﺘﻭﺝ ﺍﻟﻐـﺫﺍﺌﻲ
ﺍﻟﻨﻬﺎﺌﻲ.
ﻤﺨﺼﺼﺎ ﺒﻤﻔﺭﺩﻩ ﻟﻼﺴﺘﻌﻤﺎل ﻓﻲ ﺘﺤﻀﻴﺭﻤﻨﺘﻭﺝ ﻏﺫﺍﺌﻲ ﻤﺭﻜﺏ ﻀﻤﻥ ﺍﻟﺤﺩ ﺍﻟﻤﺴﻤﻭﺡ ﺍﻟﺫﻱ ﻴﺠﻌل ﻫﺫﺍ ﺍﻟﻤﻨﺘﻭﺝ ) ﺕ(
ﺍﻟﻐﺫﺍﺌﻲ ﺍﻟﻤﺭﻜﺏ ﻤﻁﺎﺒﻘﺎ ﻻﺸﺘﺭﺍﻁﺎﺕ ﻫﺫﻩ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ.
ﻭﺍﻷﻏﺫﻴﺔ ﺍﻟﻤـﺼﻨﻌﺔ ﻤـﻥ ﺍﻟﺤﺒـﻭﺏ ﻭﺍﻏﺫﻴـﺔ )**(
ﻻ ﻴﻨﻁﺒﻕ ﺍﻟﺒﻨﺩ ) (١-٣ﻋﻠﻰ ﺘﺭﻜﻴﺒﺎﺕ ﺃﻏﺫﻴﺔ ﺍﻟﺭﻀﻊ ﻭﺃﻏﺫﻴﺔ ﺍﻟﻤﺘﺎﺒﻌﺔ ٢-٣
ﺍﻻﻁﻔﺎل ﺒﺎﺴﺘﺜﻨﺎﺀ ﻤﺎ ﻴﺘﻡ ﺘﺤﺩﻴﺩﻩ.
ﻴﺠﺏ ﺘﺨﻔﻴﺽ ﻤﺴﺘﻭﻯ ﺍﻟﻤﻭﺍﺩ ﺍﻟﻤﻀﺎﻓﺔ ﻓﻲ ﺍﻟﻤﻨﻜﻬﺎﺕ ﺍﻟﻰ ﺍﻟﺤﺩ ﺍﻻﺩﻨﻰ ﺍﻟﻤﻁﻠﻭﺏ ﻟﻀﻤﺎﻥ ﺴـﻼﻤﺔ ﻭﻨﻭﻋﻴـﺔ ﺍﻟﻤﻨﻜﻬـﺎﺕ ٣-٣
ﻭﻟﺘﺴﻬﻴل ﺘﺨﺯﻴﻨﻬﺎ .ﻜﻤﺎ ﻴﺠﺏ ﺍﻥ ﻻ ﻴﻜﻭﻥ ﻭﺠﻭﺩ ﺍﻟﻤﻭﺍﺩ ﺍﻟﻤﻀﺎﻓﺔ ﻓﻲ ﺍﻟﻤﻨﻜﻬﺎﺕ ﻤﻀﻠﻼ ﻟﻠﻤﺴﺘﻬﻠﻜﻴﻥ ﻭﺍﻥ ﻻ ﻴﺸﻜل ﺨﻁـﺭﺍ
ﻋﻠﻰ ﺼﺤﺘﻬﻡ .ﺍﺫﺍ ﻜﺎﻥ ﻟﻭﺠﻭﺩ ﻤﺎﺩﺓ ﻤﻀﺎﻓﺔ )ﻓﻲ ﻤﻨﺘﻭﺝ ﻏﺫﺍﺌﻲ ﺒﻔﻌل ﺍﻀﺎﻓﺔ ﺍﻟﻤﻨﻜﻬﺎﺕ( ﻭﻅﻴﻔﺔ ﺘﻘﻨﻴﺔ ﻓﻲ ﺫﻟـﻙ ﺍﻟﻤﻨﺘـﻭﺝ
ﺍﻟﻐﺫﺍﺌﻲ ﻓﻴﺠﺏ ﺍﻋﺘﺒﺎﺭﻫﺎ ﻤﺎﺩﺓ ﻤﻀﺎﻓﺔ ﻋﻠﻰ ﺍﻟﻤﻨﺘﻭﺝ ﺍﻟﻐﺫﺍﺌﻲ ﻭﻟﻴﺱ ﻋﻠﻰ ﺍﻟﻤﻨﻜﻬﺎﺕ.
ﻤﺎﺩﺓ )(٤
ﺘﻨﻁﺒﻕ ﻫﺫﻩ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﺩﻭﻥ ﺍﻟﻤﺱ ﺒﺎﻟﺘﻌﻠﻴﻤﺎﺕ ﺍﻟﺨﺎﺼﺔ ﺒﺎﻟﻤﻭﺍﺩ ﺍﻟﻤﻠﻭﻨﺔ ﻭﺍﻟﻤﺤﻠﻴﺎﺕ ﺍﻟﺘﻲ ﺘﺴﻤﺢ ﺒﺎﺴﺘﻌﻤﺎل ﺍﻟﻤﻭﺍﺩ ﺍﻟﻤﻀﺎﻓﺔ ﺍﻟﻭﺍﺭﺩﺓ ﻓﻲ
ﺍﻟﻤﻼﺤﻕ ﻜﻤﻭﺍﺩ ﻤﻠﻭﻨﺔ ﺍﻭ ﻤﺤﻠﻴﺎﺕ.
ﻤﺎﺩﺓ )(٥
ﻴﺤﻕ ﻟﻠﺠﻬﺎﺕ ﺍﻟﺭﺴﻤﻴﺔ ﺍﻟﻤﺨﺘﺼﺔ ﺍﻟﻘﺭﺍﺭ ﺒﺸﺄﻥ:
ﺍﻀﺎﻓﺔ ﻤﻨﺘﻭﺝ ﻏﺫﺍﺌﻲ ﻤﺤﺩﺩ )ﻟﻡ ﻴﺭﺩ ﺫﻜﺭﻩ ﺍﺜﻨﺎﺀ ﺍﻋﺩﺍﺩ ﻫﺫﻩ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ( ﺍﻟﻰ ﻓﺌﺔ ﻤﻥ ﺍﻟﻤﻨﺘﻭﺠﺎﺕ ﺍﻟﻐﺫﺍﺌﻴﺔ ﺍﻟﻤﺸﺎﺭ ﺍﻟﻴﻬﺎ ﻓـﻲ )ﺃ(
ﺍﻟﻤﺎﺩﺓ ) (٢ﺍﻭ ﺍﻟﻰ ﺍﺤﺩ ﺍﻟﻤﻼﺤﻕ.
ﺍﺫﺍ ﻜﺎﻨﺕ ﻤﺎﺩﺓ ﻤﻀﺎﻓﺔ ﻭﺭﺩﺕ ﻓﻲ ﺍﻟﻤﻼﺤﻕ ﻭﻏﻴﺭ ﻤﺤﺩﺩﺓ ﺍﻟﻜﻤﻴﺔ ﺘﺴﺘﻌﻤل ﺒﺸﻜل ﻤﺘﻭﺍﻓﻕ ﻤﻊ ﺸﺭﻭﻁ ﺍﻟﻤﺎﺩﺓ ).(٢ ) ﺏ(
ﺍﺫﺍ ﻜﺎﻨﺕ ﻤﺎﺩﺓ ﻤﻌﻴﻨﺔ ﻫﻲ ﺒﻤﺜﺎﺒﺔ ﻤﺎﺩﺓ ﻤﻀﺎﻓﺔ ﻭﻓﻕ ﻤﺎﺩﺓ ).(١ ) ﺕ(

ﻋﻠﻰ ﺠﻤﻴﻊ ﺍﻟﺠﻬﺎﺕ ﺫﺍﺕ ﺍﻟﻌﻼﻗﺔ ﺘﻨﻔﻴﺫ ﻫﺫﻩ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﻓﻲ ﻤﻭﻋﺩ ﺍﻗﺼﺎﻩ ﺜﻼﺜﺔ ﺸﻬﻭﺭ ﻤﻥ ﺘﺎﺭﻴﺦ ﺍﻗﺭﺍﺭﻫﺎ.
ﺍﻟﻰ ﺤﻴﻥ ﺍﻋﺩﺍﺩﻫﺎ ،ﺘﺴﺭﻱ ﺍﻟﺘﻌﻠﻴﻤﺎﺕ ﺍﻻﻭﺭﻭﺒﻴﺔ ﺭﻗﻡ ٧٧ﻟﺴﻨﺔ .١٩٩٦ )*(
