    Dear. Sen. DeF :0,

    At the Fêbtuary JQLh Finance Committee hearing where the higher education budget will
    be discussed, I would like to propose a change from the usual format.

    Rather than have the students testify last, I would like to suggest that they testify first.
    These cuts will affect the students most directly. Traditionally, they speak at the end when most
    of the committee, as well as the audience, has left.
