Legislative Agenda

UAPCS Priority Bills:


HB 313 Charter School Funding Amendments (Rep. Newbold): This bill moves the local
replacement funding now given by the state for charter schools to the districts over a 13
year period. This will stabilize charter school funding.

Administration Funding: This funding ($4M) has currently been cut from the budget.
These are critical dollars that charter schools need for overhead costs.

HB 83 Charter School Revolving Account (Rep. Hughes): This bill makes technical
changes to the startup funding given to charter schools. Currently they can only be used
for facilities, this will allow more flexibility in how the funds are used.

SB 125 Property Tax Exemption Amendments (Sen. Bramble): If a charter school decides
to purchase land for future school expansions, the land will be exempt from property
taxes. This bill does not change the way a leased building is treated.

SB 235 Charter School Students’ Participation in Extracurricular Activities (Sen. Mayne):


This allows charter school students, whose facilities are shared with a district school, to
participate in activities at the district school.

SB 140 State Charter School Board Amendments (Sen. Stephenson): This bill will give
charter schools and the association more influence over who is on the state charter
school board.

HB 339 Charter School Enrollment Amendments (Rep. Hutchings): This bill will allow
“high performing” charter schools to expand.

Other Education Bills to Watch:


SB 59 School Grading System (Sen. Niederhauser): This bill establishes a school grading
system based on the performance of a school’s students on statewide assessments, and
for high schools, the graduation rate.

SB 65 Statewide Online Education Program (Sen. Stephenson): This bill would allow
students to take online courses from any public school in the state. The funds for the
course would follow the student to the online school.

SB 227 Student Based Funding for Public Education (Sen. Liljenquist): This bill would
begin the process of having public education funds follow the student to the school of his
choice.
