    The special election for At-Large Member of Council of the District of Columbia will be open

    to all registered voters in the District of Columbia. Voters in Wards 4 and 8 will also cast
    ballots in the non-partisan contest for Ward Member of the State Board of Education.

    INSTRUCTIONS TO VOTER
    1. TO VOTE YOU MUST DARKEN THE OVAL ( Q ) TO THE LEFT OF YOUR CHOICE COMPLETELY.
    An oval ( R ) darkened to the left of the name of any candidate indicates a vote for that candidate.
    2. Use only a pencil or blue or black medium ball point pen.
    3. If you make a mistake DO NOT ERASE. Ask for a new ballot.
    4. For a Write-in candidate, darken the oval and write the name of the person on the line.
