Sub: - Appointment of Chairman Telecom Commission,

Department of Telecom.

Respected Sir,

This is submitted to your kind knowledge that the post of

Chairman Telecom Commission is falling vacant on appointment
of Shri P.J. Thomas, present Secretary Telecom as Chief Vigilance
Commissioner. The telecom commission is an apex body to take
decision on telecom management, operations & development
policies. Therefore it should be governed by the professionals who
are having vast experience in formation of telecom policies and
telecom operations & management.

Sir it is submitted that ITS officers are recruited through UPSC to

govern telecom infrastructure in India. They are qualified from
reputed institutes like IIT/ NIT/ IIM and undergo rigorous training
on telecom management. They have long and varied experience
in all walks of Telecom Operations and working in Senior Positions
in DOT/ TRAI/ TDSAT/ BSNL/MTNL/TCIL. They have genuine
aspirations to occupy top posts by virtue of their dedicated and
long services in the department. Therefore it would be most
appropriate that a Telecom professional i.e. ITS is appointed as
Chairman Telecom Commission.

ITS officers have been appointed Secretary Telecom and

Chairman Telecom Commission in the past. It is only recently,
that Generalist without any experience in the Telecom Sector has
been posted as Secretary in the Department of Telecom.

Sir, it is our humble submission that the post of Chairman

Telecom Commission should be filled up amongst ITS officers. It
has also been our long pending demand which Govt., in all its
fairness, should consider and appoint Secretary Telecom amongst
ITS officers.
