A RESOLUTION
DIRECTING THE COMMITTEE ON LABOR AND EMPLOYMENT TO
CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE PROLIFERATION
OF LANGUAGE CENTERS THAT DO NOT COMPLY WITH THE EXISTING
PROVISIONS OF THE LABOR CODE
WHEREAS, there are complaints that many language centers which offer tutorials to mostly
WHEREAS, these part-time tutors work beyond allowable number of hours but are not given
WHEREAS, as contractual employees of the language center, part-time tutors are entitled to all
the rights and privileges due a regular employee as mandated by the provisions of the Labor Code such as:
b.) Labor standards such as service incentive leave, rest day, overtime pay, holiday pay,
WHEREAS, Section 18, Article II of the Constitution provides “The State affirms labor as a
primary social economic force. It shall protect the rights of the workers and promote their welfare;”
be given the compensation and benefits due them under the provisions of the Labor Code,
including proper working conditions to protect them from any form of abuse, exploitation and
3 language centers that do not comply with the existing provisions of the Labor Code.
