The result of this behavior is a coherent light source which does not need population inversion, a power threshold that has to be overcome by ordinary lasers.

In year 2002, he finished the degree of Bachelor of Science in Physics as a DOST scholar and graduated as Summa cum laude in this Institute. He acquired his Master's and Doctor's Degree at the University of Pittsburgh in Pennsylvania, USA.

He is currently heading the Photonics Research Department in the Institute. At the present, he is doing device simulations focused mainly creating optimized, electrically pumped microcavities for room temperature polariton laser, a coherent light source based on the principle of polariton BEC.

Balili also won the Physica Solidi Young Researcher Award for best research in the year 2006 during the 7th International Conference on Excitonic Processes in Condensed Matter at Winston-Salem in the US. He is also a recipient of the Andrew Melon Fellowhip in 2007 for excelling in research and academics.

The International Commission for Optics (ICO) and the Abdus Salam International Center for Theoritical Physics (ICTP) Gallieno Denardo Award is given to young researchers at most 40 years of age

who have made significant contribution in the field of optics and promoted research activities in devel- ~ oping countries.

PROFESSOR WINS DOST BEST THESIS AWARD

Prof. Rolando T. Candidato, Jr.

(MS Physics 2010), faculty member of the MSU-IIT Dept. of Physics, won the Outstanding Masters Thesis award (Materials Science Category) in the 2010 Search for

= tion in Advanced Science and Technology.

e Philippine Council for Industry, Energy, and Emerging Technologies Research lopment (formerly the Philippine Council for Advanced Science and Technology I and Development) and the Philippine Council for Industry and Energy Research lopment of the Department of Science and Technology (DOST) presented the Candidato.

The awardee received a P60,000.00 cash prize and a plaque of recognition in a ceremony held last December 10, 2010 at the Hotel Intercontinental in Makati City.

Candidato's thesis is entitled "Synthesis and Characterization of Sol-Gel derived from ZnS and Mn-doped ZnS and their Complexes". His adviser, Dr. Reynaldo M. Vequizo of the Materials Science Laboratory of the same department, also received a plaque of recognition.

The DOST recognizes the College as a nodal institution, where DOST Scholars nationwide can study. Other instiproviding scholarship grants in science and mathematics usually advise students in the Mindanao area to enroll in the College. At present, DOST scholars were enrolled in all courses.

To gather all the DOST scholars of the Institute, the MIDSA conducted its first General Assembly and freshmen orientation for Academic year 2010-2011 at CED Amphitheater last July 5, 2010.

At exactly 9:00 AM, the program was started with an opening remarks and welcome address by Jay Ar Esencia, President of the organization. It was followed by the Freshmen Orientation spearheaded by Dr. Brigida A. Roscom, DOST University Coordinator. Dr. Roscom introduced the policies of the DOST scholarship program to the freshmen. She had answered queries regarding the provisions of the scholarship.

Furthermore, Ms. Bianca Rae B. Sambo, a DOST scholar graduate and a recent Summa Cum Laude, delivered her inspirational message to the scholars as guest speaker of the assembly. Ms. Sambo encouraged the students especially the freshmen to study harder in order to become competitive leaders and to serve the country in the future. She further emphasized that being a DOST scholar is a privilege that must be take care of.

Presentation of the Budget proposal by Rosal Jane Ruda as well as the announcement of the whole-year activities of MIDSA by Erli Niel Aban were also conducted to update the scholars of

• the plans of the association.

To further encourage the scholars to do their best in their academic endeavor, the officers conducted an awarding ceremony to recognize the scholars who were included in the Dean's List garnering a grade point average from 1.00 to 1. 75. The program was ended at exactly 12 noon.

SECOND GENERAL ASSEMBLY

With its members from the five colleges of the Institute namely:

College of Education, College of Engineering, College of Science and MathematiCS, School of Engineering Technology and School of Computer Studies, the DOST scholars organization or commonly known as MIDSA conducted the Second Semester General Assembly last February 28,2011,1:00 PM at the MSU-IIT gymnasium.

Ben L. Barrientos, the vice president of the organization, delivered the opening remarks. It was followed by the reporting of MIDSA accomplishments for A.Y. 2010-2011 by Jay Ar O. Esencia, organization's president. A solo dance performance was also presented by Ma. Theresa Alin.

In order to promote active participation from the scholars, games were also conducted during the event wherein prizes such as MIDSA ID cords, ballpens and candies were given. The presentation of the candidates for the incoming March 2011 election was also conducted. Two parties were formed and one independent candidate for presidency ran for the upcoming elections.

Erli Niel Aban and Ben L. Barrientos were the moderators of the said event.

The DOST slogan was epitomized when scholars from the 5 colleges of MSU-IIT attended the MIDSA Acquaintance Party last September 4, 2010 held at the MSU-IIT Gymnasium with the theme "No Boundaries: Continuing the Legacy". Erli Niel F. Aban, an officer of MIDSA, elaborated the theme:

"No Boundaries 2009 was successful, so we need to continue the success -- the legacy that the previous administration has given. That is the trend

that we need to continue. Through a new legend,

a little step higher towards success is what we aim to make a stronger foundation of camaraderie and teamwork for the success of the association."

The acquaintance party, which was held on a Saturday, started in the afternoon with some games to entertain the scholars and promote camaraderie within the organization. The scholars' population was already divided into 5 groups before the day of the event namely: Hurricane, Tornado, Tsunami and Earthquake. The games organized were the Campus Amazing Race which was a game held during the SOEP days, the Waka-Waka game, and the Quiz Show.

By five o'clock in the afternoon, the scholars and the participants prepared for the most highlighted event in the party, the Search for Mr. and Ms. MIDSA "The Legend Begins". The pageant was judged by four previous and current DOST scholars: Bianca Rae B. Sambo, Charlie L. Lavilla Jr., Mark Anothony L Jose and Zeus B. Elumba. The pageant organized 3 appearances: Black a White Collection, Denim Collection and the Malong Collection.

There were five pairs, one from each group:

Ian Niel dela Cruz a Meritzel Joy Briones represented team Hurricane; Kieth Mark Bandiola & Mariel Makinano for team Tornado; Romnick Pragamac a Irene Lozano for Tsunami; and Roxann Mane Corazo a Charley Axcel Galay as Ms. and Mr. Earthquake. A fifth team namely Avalanche, the group of the MIDSA officers and the graduate students, was added with Erli

Niel Aban a Rhea Mae Gairanan as representative of this group. The Hurricane pair won Best in Denim Collection and was crowned Mr. & Ms. MIDSA 2010 while the Tsunami pair bagged the 1st runner up. The Avalanche pair won the Black & White Collection .. Romnick Pragamac & Meritzel Joy Briones were hailed as Best in Malong Collection.

Mr. Jay Ar O. Esencia, the president of the association, stated that the whole event was planned to acquaint the scholars from 5 colleges in the Institute by grouping them and letting them participate in games and make new ties between the scholars of other colleges and courses. The Search for Mr. and Ms. MIDSA was intended to showcase the hidden talents of the scholars and to show the versatility of the studen try. "We are not only elite in academics, we have the beauty and the confidence to shine", he added.

The said party showed that DOST scholars were not only bound in facing their books and notes, doing research and schoolwork. They also find time to enjoy the company of others and to make new ties within the wide network of scholars.

Month celebration, the MSU-IIT DOST Scholars' Association (MIDSA) conducted an advocacy program on Science, Technology and Environment at Ubaldo D. Laya Memorial Central School, Iligan City last September 13, 2010.

It was conducted through a series of activities such as science quiz bowl, short-film showing and mini-laboratory activities. The mini-laboratory activities include Volcano activity, Magnifying lenses, mirrors and lenses activity. This half-day activity was actively participated by elementary pupils from Grade 4, Grade 5 and Grade 6 together with their advisers who were with them during the event.

It was considered the first time that a student organization facilitated this kind of activity to ULMCS according to Principal Juanita P. Omblero, who gave the opening remarks and welcome address.

This activity of MIDSA was suggested by the Vice Chancelor for Planning and Development Brigida A. Roscom, PhD., DOST-IIT Coordinator. It was facilitated by 6 scholars namely: Erli Niel F. Aban, Mary Lioness Sabado, Joycelyn Buletic, Rhea Mae Gairanan, Jay Ar O. Esencia, and Zeresh Lou Nakila, together with Crystal Y.Pacas who willingly joined the activity. The advocacy program aims to encourage the elementary pupils regarding science, technology and environment.

"Since we are privileged to have become benefactors of the Department of Science and Technology scholarship, this activity was considered our counterpart of being a scholar. It is also a nice activity together with those pupils" said Erli Niel Aban.

Mrs. Susan D. Pirante, Grade 6 Adviser and the Science Coordinator delivered the closing remarks after the awarding of the winners in quiz bowl.

The purpose. of the event was to expand the network of scholars not only within their respective university but also to the other universities of Region X.

The program was started by a welcome address delivered by Mr. Ngena M. Singel of Lanao del Norte Provincial Science and Technology Center in behalf of the DOST Regional Director Alfonso P. Alamban.

Scholars, who belong to the Dean's List from their respective universities, were given certificates as recognition for their exemplary performance in the academe. This recognition also aims to encourage other scholars to excel in their studies. As a way of introducing their respective schools, there was an exhibition of talents from a representative scholar as an intermission.

The Constitution and By-Laws of the DOST Region X DOST Scholars Guild (RXDSSG) was then presented for ratification by Rhea Mae Gairanan, elected president of the gUild. After the planning, the event

Hosted by the MSU-IIT DOST Scholars' Association, this is the second event wherein the scholars from different universities within the region were gathered. The first gathering was the Christmas Party and Leadership training activity

held last December 20, 2009 at Opol, Misamis Oriental organized by the first RXDSSG Officers.

Filipino chemist, Ernesto Del Rosario is best known for his achievements in biotechnology and applied physical chemistry. He has invented methods of alcohol production from cellulosic and starchy materials, a method of continuous-flow alcohol fermentation process, and a method of yeast production from waste coconut water.

ANGEL ALCALA

Angel Alcal has more than thirty years of experience in tropical marine resource conservation. Angel Alcala is considered a world class authority in ecology and bioqeoqraphy of amphibians and reptiles, and is behind the invention of artifical coral reefs to be used for fisheries in Southeast Asia. Angel Alcala is the Director of the Angelo King Center for Research and Environmental Management.

PEDRO ESCURO

Filipino scientist, Doctor Pedro Escuro is best known for his isolation of nine "seed board" rice varieties that provided for their commercial release. The Pedro Escuro rice varieties are: Milpal4, HBD-2, Azmil 26 and C-22 and C-18, C4-63, C4-137, C-168 and C-12.

BENJAMIN CABRERA

Doctor Benjamin Cabrera has written more than a hundred scientific publications on medical parasitology and public health. He has developed innovations in drug treatments against diseases caused by mosquitoes and agricultural soil.

Budget cut in the government has been an issue at present in which its corresponding effects may affect students not only in the Institute but also the rest of the country. Different schools protested about this issue considering that students, who are said to be the future of this country, were the most affected. Aside from lowering in the scholarships offered, a possible increase in tuition fee was also feared by most of the students in the country.

Regarding the scholarships offered, in the last year of Arroyo's administration, DOST announced few scholars only compared to the previous batches. Also, the Summer Orientation and Enrichment program (SOEP) was also suspended. With this information, budget problem had already affected the Department of Science and Technology and was forwarded to Aquino's Administration wherein budget cut was also imposed. The lower budget for DOST may result to lesser beneficiaries of

the scholarship program from the government through DOST.

On tuition fee increase, scholars will also be affected. At present, the MSU-IIT DOST scholars enjoyed full free tuition fee compared to other private schools and public schools with tuition fee more than PhP6000.00. The said amount is the tuition fee privilege covered by the DOST and beyond that amount will be paid by the scholars. Thus, scholars in MSU-IIT were fortunate enough since the tuition fee every semester ranged only from PhP3000 to PhP 6000 except for engineering technology courses. Hence, an issue on possible tuition fee increases due to the government's budget cut may affect the scholars of the Institute. If that will happen, the scholars may pay for the excess amount unless the tuition fee privilege will also be increased

Institute Math Wizard

Karlo S. Orge, a third year BS Mathematics student, captured the first place during the 2010 Search for Math Wizard Competition last September 25,2010 held at the College of Science and Mathematics lobby. Orge received a cash prize of PhP1500.00 and will proceed to the Inter-university Search for the Math Wizard Competition at the University of the Philippines-Diliman campus on February 2010.

Last year, Orge was also awarded the 2nd Place wherein Kenn Louren Montera ermerged the first place. However, Montera, who is also a DOST scholar, was not allowed to join again since he is the organizer of the recent Math Wizard Competition.

The Summer Orientation and Enrichment Program (SOEP) is a month-long college

preparation for incoming RA 7687 freshman scholars. It is conducted every May which facilitated classes from Monday to Friday, 8:00 A.M. to 5:00 P.M. It has two main components, namely: (1) Refresher Courses in English, Math and Computer Education and (2) Study Management Seminar-Workshops, this includes (a) Coping with College Life, (b) Stress Management, (c) Time Management/Priority Setting, (d) Study Improvement Skiliis and (e) Learning Styles.

The Advisory Committee on S&T Scholarships, during its meeting last February 11,

2010, approved the nationwide conduct of the Summer Orientation and Enrichment Program (SOEP).

The SOEP was to be conducted nationwide for freshman RA 7687 scholars in May

2010. This would have entailed provision of a monthly stipend for the scholars.

Considering that the scholars come from poor families and would have needed their allowance for their stay in key cities where the host institutions of SOEP are located, it

would have been necessary that the financial assistance be received in time during their trainin .

However, due to the 1/12 budget policy of the Department of Budget and Manage-

ment (DBM), deficit has already accumulated and resulted in unreleased allowances to the on-going scholars the First Quarter of CY 2010.

In view of the said constraint, the matter was elevated to the National Technical and

Selection Committee (NTSC) through a referendum on March 29, 2010. The NTSC recommended for the suspension of the conduct of the SOEP 2010
