STUDY

PROBLEM

DEFINITION/BACKGROUND

The St Johns River is a 303(d) listed water body with impairment resulting from nutrient enrichment and depressed dissolved oxygen (DO) levels. The River which flows in a northerly direction from south of Orlando through Jacksonville to the ocean is one of two rivers that have been designated as Florida Wild and Scenic River by the State of Florida Legislature.· Basin wide evaluations of existing water quality conditions as well as forecasts for Total Maximum Daily Load (TMDL) development are being coordinated by the Florida Department of Environmental Protection (FDEP) with support from the St Johns Water Management District (SJWMD). In proceeding with these evaluations the FDEP has requested the Science and Ecosystem Support Division (SESD) to support these efforts targeting the lower St Johns River in the vicinity of Lake George. These studies will be designed to provide specialized hydrodynamic and dissolved oxygen dynamics data not normally available through the FDEP capabilities. This data will be coupled with existing/planned efforts by FDEP/SJWMD to obtain adequate data for model calibration. Previous cooperative studies of the lower St Johns River conducted by the FDEP-SESD team over the past several years have focused primarily on describing the dilution and circulation patterns of several municipal wastewater discharges in the Mandarin-Jacksonville reaches. Additional studies have focused on dissolved oxygen dynamics further upstream in the vicinity of Green Cove Springs. These as well as the current study support the FDEP and (SJWMD) evaluations of the River. This document provides the plan for collecting a model calibration data set in May 2002. In order to use agency resources in the most efficient manner, the FDEP and SESD have agreed that this study will focus on collection of hydrodynamics and dissolved oxygen rate kinetics data.
QUALITY OBJECTIVES/CRITERIA FOR MEASUREMENT DATA

The primary objective of this survey is to provide the necessary hydrologic and DO rate kinetics data that will facilitate the calibration of a water quality model of the upper St Johns River (Fig. 1) with a confidence level that will lend credibility to the use of this model in determining TMDLs for this reach of the River. In accordance with this objective, the study has been designed to provide water quality, oxygen dynamics, hydrologic and meterologic data to facilitate the calibration of a dynamic model. Since model calibration to be preformed by FDEP/SJWMD will include quantitative techniques as well as traditional graphical comparisons between computed model results and observed data, no specific criteria for data measurements have been set. Data collection for the upper St Johns River is designed to allow the modeler the application of either or both techniques with the appropriate use of the measurement data ultimately determined by the modeler. A tentative daily schedule of these monitoring activities with team assignments is presented in Table 1. The field survey of St Johns River will begin on Monday May 13, 2002. The projected end of the field survey will be on saturday May 18, 2002; however, the survey may be extended 1-2 days as needed due to weather or other delays. Predicted tides (NOS) for Palatka and Welaka, Florida located near the upstream extreme and the mid length respective, of the study reach are attached. Due to the small range in tides at further distances inland, predictions are not available upstream of Welaka.

The final data report will include processed data for each study module. Data processing will include such activities as kinetic rate calculation, preparation of data results tables/graphs, and data interpretation. The text of the report will describe the study collection effort and findings for each module and will include any problems encountered or other noteworthy information. Field data logs will not be included in the final report, but will be maintained in SESD Central Records in case they are needed at a later date. DATA VALIDATION/~FlCATION Modelers from the SJWMD in conjunction with FDEP staff will make the ultimate decision regarding the acceptable and appropriate use of the data for water quality modeling purposes. As such, all study data will be reported;

however, data not within tolerances set in the Ecological Assessment Branch Standard Operating Procedures will be flagged .. Table 2 provides a summary of the laboratory analyses to be conducted by SESD, estimated number of samples, and insitu measurements proposed for the entire study. Computations associated with data reduction and analysis for each module will be doublechecked by the preparer and cross-checked by other Branch scientist(s) competent in that scientific discipline. MODULE 1 OXYGEN PROFILING

To define dissolved oxygen, and temperature stratification status at each station to provide model calibration data for these insitu parameters and to collect samples for water chemistry information for model development .. II. Sampling/Experimental Design

This phase of the survey will commence with a dissolved oxygen, conductivity and temperature (DCT)profiling run on Tuesday May 14 at 6 locations (see Fig. 3). II. Sampling Method Requirements

DCT profiles will be obtained using a multi-parameter water quality monitor manually deployed. Data will be recorded in designated data books. Parameter measurements will be obtained from surface to bottom at one foot increments in waters up to 12 feet deep and at two foot increments in waters greater than 12 feet deep. In order to maintain consistency, measurements made at two foot increments should be taken at odd-numbered depths (ie, 1', 3', 5', etc.). Exact profiling/sampling locations will be determined by Global Positioning System (GPS) instrumentation by the profiling crew in the field. The latitude/longitude, date and time of each profile will be recorded in the field data book. Table 3 provides a list of planned DCT profiling and water quality chemical analysis efforts. Locational data (lat/long) and time of all profiles will be recorded in field data log books.

All dissolved oxygen monitoring equipment will be calibrated according to EAB standard operating procedures or manufacturer's specifications using precise standards for pH and conductivity and azide modified Winkler titration for dissolved oxygen. Calibration checks of DCT profiling instruments will occur at the beginning and end of each monitoring run by checking instrument data output against calibration reference standards and azide modified Winkler titration for dissolved oxygen. Recalibration of the profiling instruments will be conducted any time when/if the observed instrument DO reading varies greater than ± 0.2 mg/L of the Winkler titrated DO in the calibration water. MODULE 2 DISSOLVED OXYGEN MONITORING

Objective

To provide field data on st Johns River diurnal dissolved oxygen concentrations. This continuous dissolved oxygen monitoring will enhance understanding of system oxygen dynamics on a spatial and temporal scale.

Sampling/Experimental

Design

Recording multi-parameter insitu water quality monitors (Datasondes) will be deployed, where feasible, in the St Johns River at the stations shown in Table 3 and Figure 3. Exact locations (lat/long) of monitor deployment will acquire using DGPS and will be recorded in a field log book. The monitors will be deployed on Tuesday, May 14 and retrieved on Wednesday, May 15 (Lake George StasI and Friday, May 17 (Palatka StasI. III. Sampling Method Requirements

Sondes will be tethered from buoys to allow data acquisition at mid depth. Data records of pH, DO, temperature, and specific conductance will be obtained at 30 minute intervals throughout the monitoring period. Depending on the number of equipped monitors, turbidity will also be recorded at selected locations. Locations will be determined in the field based on the number of available monitors at the time of the study. Deployment and retrieval times will be recorded in a field log book.

MEASUREMENTS

I. Module

Objective

To determine the Respiration (R)and Production rate (P)of dissolved oxygen in the water column at designated stations and to collect samples for Chlorophyll a concentrations and for determination of Algal Growth Potential. II. Sampling/Experimental Design

During the initial deployment of Tuesday, May 14, a pyroheliometer will be deployed in the study area to measure solar radiation throughout the study period. Exact deployment location will be determined in the field to ensure proper placement of the meter away from obstructions. Deployment of dark bottles will occur coincident with the data sonde deployment locations (Fig. 3). Dark bottles will deployed for a period of 4 - 6 hours or a time deemed sufficient by the task leader to develop a water column respiration rate. In addition, light bottles will be placed at three locations lower portion of coincident with the sonde deployments. These light bottles positioned within

the photic zone will serve to assess water column production. Sampling and incubation depths will be determined from light profiles. Samples for chlorophyll ~ analysis and AGPT determinations will be collected at the 6 stations previously identified for data sonde deployments (Table 3 and Figure 3) .

III.

Sampling Method Requirements

Light extinction in the water column will be measured with a marine photometer to determine the euphotic zone and associated depths for chlorophyll ~ sampling. Chlorophyll samples will be collected at 1-2 depths through the euphotic zone and filtered independently (not composited) in order to allow for determination of chlorophyll a concentrations at individual depths. Samples for AGPT analysis will be collected from the 1 foot depth. Light and dark bottles placement will be based on light profiles.

IV.

Sample Handling and Custody Requirements

Sampling protocol will follow SESD Standard Operating Procedure (SOP) manuals and/or Standard Methods, 18th Edition. All dissolved oxygen measurements will be determined via the azide modified Winkler method. Chlorophyll samples will be filtered using a hand pump at ~ 15 psi. Enough sample should be filtered (measured by volumetric cylinder) to produce color on the filter (typically 100 ml). After each filtering the funnel should be rinsed with DI water. The filter will then be folded upon itself, wrapped in aluminum foil, labeled with station name, date, time, depth, and volume filtered on labeling tape and stored in a water-tight container on ice in the dark. All chlorophyll processing will be performed in the field under the direction of the Task Leader. Processed chlorophyll and AGPT samples will be transported or shipped to the SESD laboratory for analysis. Branch Laboratory project number is 02-0480.

Graphical analysis of data obtained from the light and dark bottle sets will be used to determine water column photosynthesis and respiration. Production and respiration calculations will be according to Standard Methods 20ed, oxygen method.

A summary table of calCUlated water column photosynthesis and respiration rates will be inclUded in the final study report. Analysis will include graphical and tabular presentation of production and respiration rates. Field log books and paper radiation records will be maintained by the Module Leader throughout the survey. Following these calculations the log books and records will be maintained in the project file.

Reaeration measurements will be conducted on Wednesday, May 15 and Thursday May 16. Float reaches will be selected in the field in order to maximize potential sampling times based on prevailing tide and wind speed and direction. Proposed sites are shown on Figure 4. Two boat crews will be utilized. One crew will perform the injection of gas and dye followed by tracking of the movement of the dye cloud. The other crew will track the dye peak and collect krypton/argon samples as described in this module. During the Thursday reaeration study, a third crew will conduct diffusion dome floats (Module 4) to allow for a comparison of reaeration derived via each technique. rates

Inject Rhodamine WT dye (density adjusted with isopropyl alcohol to provide neutral buoyancy) and non-radioacti~e krypton gas at a constant rate for 30 minutes. Krypton gas will be injected through gas bubble diffusers connected in a manifold system. The manifold will be tethered to a boat and lowered to a location just above the bay bottom. Dye volumes and gas usage will be monitored and recorded in a field log book. Following gas/dye injection, the dye cloud peak will be monitored by boat-mounted flow-through fluorometers. These boats will also be equipped with DGPS systems to record the location of the dye peak over time. Dye concentrations and DGPS coordinates will be recorded in a field log book. Approximately every 60 minutes, samples will be collected in the location of the dye cloud peak for krypton analysis using specialized sampling equipment (dunker) and bottles designed to prevent introduction of atmospheric gases during collection. For each sampling event, two sets of replicate samples (4 bottles per replicate) will be collected for krypton analysis. During each krypton sampling event, a 500 ml Stor-Mor container will be filled with water from the dunker in order to allow verification of dye concentrations for the measurement of total dispersion at a later time. Krypton sampling will be continued each hour for a period of 4-8 hours depending upon the ability to define the dye cloud. A drogue will be deployed to assist in dye tracking. Wind speed and direction will be recorded at 15-30 minute intervals using a hand-held meter.

Sample Handling

Krypton samples are collected in specialized sample bottles and must be maintained in a narrow range of temperature change to prevent breakage of sample bottles due to temperature induced volume changes. In order to ensure proper temperature of sample bottles, the sample collection crew leader will maintain custody of the samples prior to delivery to the University of Georgia Center for Applied Isotope Studies in Athens, Georgia. SESD procedures for labeling and custody reporting of samples will be followed. Dye samples will be kept in the dark to prevent photo-decay.

MODULE

HYDROLOGIC and METEOROLOGICMONITORING

I.

Module Objeotive

To provide field measurements of (a) hydrologic parameters including surface water stage as well as river and tidal current/flow patterns for the St Johns River and (b) meteorologic parameters including wind speed, wind direction, rainfall, and solar radiation for the study area. II. Sampling/Experimental Design

Deployment of unattended monitoring equipment described in this module is scheduled for Tuesday, May 14. Monitoring will begin immediately following deployment and continue until retrieval on Friday, May 17. Deployment and retrieval times will be recorded in a field log book. A. Continuous current measurements will be made at three locations, SJ4, SJ5, and, SJ6 (Fig. 3). Adjustment to planned deployment locations will be made in the field as deemed necessary based on accessability. Specific location will be based upon a determination of stream cross-sectional characteristics and potential impedance to navigation. Buoy mounted current meters will be deployed at mid-depth in the water column. These meters will be programmed to collect and store current speed and direction data at 10 minute intervals for the study period. EPA current meters will be used to supplement existing NOAA current predictions and existing hydrodynamic data. A water level recorders will be installed at Palatka (Figure 3). These data will be collected to provide a record water levels during the stUdy period and as a comparison to NOAA tide predictions. Wind speed/direction and rainfall will be recorded at a meteorologic site to be established in Palatka. Possible locations include the marina/motel at Palatka. Wind speed and direction will be logged at 15 minute intervals. Rainfall will be measured in 0.01" increments.

In addition to unattended monitoring, a flow study will be conducted at the selected reaches in the Palatka area as time permits (Fig. 3). These activities are planned for Monday and Friday. Flow will be measured using an

Acoustic Doppler Current Profiler (ADCP). Each flow measurement will entail a minimum of 3 passes across the river mouth with the ACDP measuring an individual flow for each pass. The resulting flow data and ADCP information for each set of passes will be analyzed and a single flow reported for that point in time.

Module

Objective oxygen demand (SOD) at

Design

SOD monitoring will commence on Tuesday, May 14 and will continue through Friday May 17. SOD measurements will be made at or near the three stations/locations in the Lake George area and three in the Palatka area as described in Table 3 and shown in Figure 3 provided that dissolved oxygen concentrations at these locations are sufficient for aerobic SOD measurement. Locational data and time/date of SOD measurements (lat/long) will be recorded in the field data log book. It is anticipated that 1 station can be completed

on Tuesday following equipment setup followed by 2 stations per day on Wednesday and Thursday and then one on Friday. Only 1 station is scheduled for Friday to allow time in the afternoon for equipment retrieval.

III.

Sampling Method Requirements

Replicate chambers (4) of known volume and surface area will be placed over a river or lake sediment. The decline in dissolved oxygen concentration will be measured within the chambers over a sufficient period to provide adequate data for linear regression analyses. Simultaneously, two blank 'chambers (i.e., no contact with sediment) will be deployed in a similar fashion in order to determine water column DO change (respiration).
