Dealing with Politically Sensitive Locations

•SC PMO has devised a strategy for addressing locations that have shown an

unwillingness to participate in interoperability deployment.

•Specific documents have been developed and finalized outlining tailored

approaches for three of the largest metropolitan areas in the United States:

 New York City, New York,

 The City and County of San Francisco, California, and

 Chicago / Cook County, Illinois.

•In addition, materials have been developed for use at the upcoming SC Field

Coordinator training session which will —

 Assist them in identifying additional sites that evidence reluctance,

 Provide them talking points to address questions and issues that arise during the

course of their LEA liaison briefings, and

 Direct them on where and how to promptly notify DRO and SC PMO in order to gain

additional guidance and support in mitigating the consequences of opting out.
