    Hughesville Borough Minutes

    December 20, 2007 – 7:00, PM


    Council members and staff present – Frederick Newhart, Jeffrey Berger, Robert Carichner, Cindy Shaner, Mayor
    Frank Welsh, J. Howard Langdon, Dale Cahn, Dolores Moyer, and Diane Senseman.

    A Special Meeting of the Hughesville Borough Council was called to order by Council President Fritz Newhart,
    followed by the Pledge of Allegiance.

    Guests and Visitors: Sandra Crier, Bob Simmons, Bill Senseman, David McConnell, Rick Smith, Art Gladfelter,
    Steven Hess, Alissa Eaton

    Please note the following: Council requests that questions and opinions be limited to no longer than 3 minutes per
    person. When Council moves on to business the general public is requested to remain respectful of council in allowing
    them the same courtesy shown to them.

    Business: Bob Carichner moved to adopt the Local Service Tax at a rate of $30.00 per person
    working in the borough. The tax is levied on persons with the anticipated income of $12,000.00 or more per year.
    Motioned was seconded by Cindy Shaner. Motion passed for Ordinance# 5 of 2007.
    Roll call: Carichner – Y; Berger – Y; Newhart – Y; Shaner – Y.

    Adoption of the 2008 Annual Budget – Bob Carichner moved, seconded by Jeff Berger.
    Motion passed. Roll call: Carichner – Y; Berger – Y; Newhart – Y; Shaner – Y.
    Mayor Welsh stated that he would like the Budget reopened in January after he and council committees have an
    opportunity review finances and the police budget.

    A Dedication Ceremony for Sean Michael Thomas will take place on January 10, 2008
    at 10:00 AM in front of the Hughesville Post Office. Public Law 110-101 was passed in Congress to honor Thomas
    who died on March 27, 2007 while serving his country in Baghdad, Iraq. Congressman Carney is extending the
    invitation.

    Sandra Crier was sworn in as the Borough’s newest member by Mayor Welsh. Sandra
    replaces Gordon Calhoun who resigned earlier because of a job conflict which states that he cannot hold an electoral
    position. Sandra’s term expires in 2010.

    Adjournment: Council went into a closed session.
