    Council Minutes
    December 29, 2008 – 7:00, PM
    Council members and staff present – Frederick Newhart, H. Thomas Eddy, Jeffrey Berger, Robert Carichner, Robert
    Simmons, Mayor Frank Welsh, Dale Cahn, Dolores Moyer, and Diane Senseman

    The regular meeting of the Hughesville Borough Council was called to order by Council President Fritz Newhart,
    followed by the Pledge of Allegiance.

    Guests and Visitors: Alissa Eaton (Sun-Gazette), Andy Mook, Pamela Cramer, Mike Harmon, Lynne Treese

    Business:

     Correspondence from Gary Papay regarding the Rotary clock; Bob Carichner moved to accept
    plans, seconded by Jeff Berger. Motion passed.

     CERT Training information

     Appoint Open Records Officer; Tom Eddy moved to appoint Dolores Moyer, seconded by Bob
    Carichner. Motion passed.

     Cost of Living for Police Retirees – Bob moved to give the cost of living but failed for a second
    motion. Jeff Berger moved to table for a year, seconded by Tom Eddy. Motion passed 4-1.
    Carichner cast lone vote.

     Letters of interest – Vacancy on Council Ward# 1. (for review only)

     2009 Budget – $722,000.00


    Employees working fulltime will receive a 4% pay increase, part-time 3%, employees will now
    have co-pay to their medical insurance. Tom Eddy moved to approve increases, seconded by Bob
    Carichner. Motion passed 4-1.
    Roll Call: Carichner – Y; Berger – Y; Simmons – N; Newhart – Y; Eddy – Y
    Motion to approve the Budget made by Jeff Berger, seconded by Bob Simmons. Motion passed 5-0
    Roll Call: Carichner – Y; Berger – Y; Simmons – Y; Newhart - Y; Eddy – Y

    Adjournment: 8:00 PM Tom Eddy moved, seconded by Bob Simmons. Motion passed
