The  Future  –  10  Years  

TMoNR  will  pursue  the  achievement  of  the  following  outcomes:  


  Stewardship  over  the  trust  funds  (including  monies  from  the  
CNI  and  comprehensive  Treaty  seQlements)  for  the  benefit  of  
Nga/  Rangi/hi  iwi;  
  The  mana  of  Nga/  Rangi/hi  is  upheld,  developed  and  
recognised;  
  The  resources  of  Nga/  Rangi/hi  are  iden/fied  and  op/mised;  

  The  survival  and  growth  of  Nga/  Rangi/hi  is  enabled,  


including  its  cultural,  economic,  social,  spiritual,  
environmental  and  poli/cal  survival  and  growth;  
  The  whanau  support  networks  of  Nga/  Rangi/hi  are  
developed  and  maintained;    
  The  self-­‐reliance  of  Nga/  Rangi/hi  people  is  enhanced.  
The  Future  –  5  Years  
Within  the  next  five  years,  by  the  end  of  2014,  TMoNR  aims  to  have  
effected  outcomes  for  Nga/  Rangi/hi  in  a  number  of  major  areas:

Treaty  SeQlements  

Realisa/on  and  confirma/on  of  the  authority  of  Nga/  Rangi/hi  


over  its  tribal  estate  –  land  and  resources:  
  Mana  whenua  process  for  CNI  completed  by  June  2011;  and  
  Comprehensive  seQlement  with  the  Crown  by  June  2013.  
Commercial  Investment  &  Business  
Development  Strategy  
Making  the  most  of  commercial  investment  and  business  
development  opportuni/es  for  Nga/  Rangithi:  
  Ini/al  major  commercial  investments  assessed  in  place  by  2011  
to  begin  delivering  returns  by  2012;  
  Business  development  resources  and  opportuni/es  assessed  by  
March  2011;  
  At    least  one  area  of  business  development  underway  by  Dec  
2011;  and  
  Opportuni/es  for  improving  the  economy  of  opera/on  of  Nga/  
Rangi/hi  en//es  assessed  by  December  2011.  
Iwi  Development  

Suppor/ng  iwi  development  projects  of  high  priority  for  Nga/  


Rangi/hi  such  that  the  mana  of  Nga/  Rangi/hi  iwi  is  upheld,  
developed  and  recognised  :  
  Contribute  to  the  project  for  the  upgrade  of  marae  facili/es  at  
Matata,  which  is  to  be  completed  by    December  2011;  and  
  Contribute  to  at  least  one  other  priority  iwi  development  
project  by  the  end  of  2012.    
Social  Services  &  Support  

Nga/  Rangi/hi  live  as  strong,  vibrant,  healthy  whanau  and  iwi  :  
  Complete  a  comprehensive  Social  Services  Needs  Analysis  by  
June  2010;  
  Begin  delivery  of  one  high  priority  service  for  Nga/  Rangi/hi  
people  by  December  2010;  
  Implement  delivery  plans  for  other  high  priority  services  in  
Matata  by  December  2011;  and  
  Reclaim  Nga/  Rangi/hitanga  to  form  the  basis  for  social  
services  development.  
Educa/on  &  Culture  

Kia  matatau  a  Nga/  Rangi/hi  ki  nga  taonga  a  nga  matua  tupuna  hei  
huarahi  e  tu  mauri  ora  ai  ia  ki  tona  ao:  
  Range  of  ini/a/ves  (e.g.kainga  korerorero,  kura  kaupapa,  radio)  
to  reclaim  knowledge  of  Maori  language,  values  and  customary  
prac/ce  to  be  funded  and  planned  by  end  2010;  
  Ini/a/ves  (koputu  taonga,  documentaries)  to  reclaim  
knowledge  of  Nga/  Rangi/hi  history  and  tradi/ons  to  be  funded  
and  planned  by  end  2010;  and  
  Ini/a/ves  to  be  delivered  according  to  plan  and  funding  
through  2011-­‐2014.    
Environmental  Issues  

Kai/akitanga  -­‐  the  protec/on  and  preserva/on  of  our  environment    


for  future  genera/ons:  
  TMoNR  will  be  the  recognised  body  for  dealing  with  
environmental  issues  for  Nga/  Rangi/hi  by  June  2010;  
  TMoNR  will  posi/on  its  representa/ve  on  key  environmental  
management  bodies  by  December  2011;  
  Iwi  Management  Plan  for  Nga/  Rangi/hi  completed  by  June  
2010;  
  At  least  one  key  environmental  issues  for  Nga/  Rangi/hi  
addressed  by  December  2011;  and  
  At  least  one  other  key  environmental  issue  for  Nga/  Rangi/hi  
addresses  by  December  2012.    
Organisa/on  Development  

Robust  organisa/on  –  strong  in  both  management  and  governance:  


  A  func/onal  organisa/onal  structure  that  meets  the  needs  of  a  
start  up  en/ty  in  place  by  March  2010;  and  
  Core  policies  and  procedures  in  place  by  June  2010.  
Iwi  &  Stakeholder  Rela/onships  

Te  Mana  o  Nga/  Rangi/hi  is  upheld,  developed  and  recognised  :  


  Effec/ve  rela/onships  opera/ng  with  key  neighbouring  and  
other  iwi  by  December  2010;  
  Sound  rela/onships  with  governmental  agencies  and  other  
organisa/ons  that  are  relevant  to  TMonR  strategies  by  
December  2010;  and  
  Nga/  Rangi/hi  and  TMoNR  are  well  posi/oned  in  key  
organisa/ons  and  processes  by  December  2012.  
Communica/ons  

Nga/  Rangi/hi  and  our  stakeholders  have  confidence  in  TMoNR  


informing,  communica/ng  and  engaging  with  Nga/  Rangi/hi,  
and  other  stakeholders,  on  all  maQers  relevant  to  their  posi/ve  
growth  as  an  iwi:  
  To  develop  a  clear,  concise  Communica/ons  Plan;  
  To  iden/fy  a  range  of  stakeholders  for  communica/on  
purposes;  
  To  u/lise  modern  communica/ons  technology  to  its  full  
capacity;  and  
  To  iden/fy  opportuni/es  to  profile  the  opportuni/es  and  to  
promote  the  aspira/ons  of  Nga/  Rangi/hi.  
Financial  Management  

Prudent  financial  management  that  protects  and  grows  the  


asset:  
  Sound  investment,  financial  management  and  accoun/ng  
arrangement,  policies  and  prac/ces  in  place  and  ongoing  by  
March  2010;  
  Investment  opportuni/es  iden/fied  and  assessed  by  April  
2010,  with  arrangements  in  place  for  the  first  investment  by  
August  2010;  and  
  Accountability  to  stakeholders  for  use  of  resources  and  
sound  financial  management.
