The 1st public lecture of 2011 was


jointly organized by Joint Branch of
the RINA and IMAREST (Singapore),
SNAMES and CORE. Held on 9 Feb
11 at the NUS at 7pm. The event was
attended by about 40-50 participants,
ranges from students to professionals
from the industries and also
academics.

The speaker shared his experiences


and knowledge on the Market Based
Measures (MBM's) for shipping as
tools to regulate carbon emissions
from shipping. He also urged greater ownership in greener ships and the emphasis on the
push to build cleaner ships. His personal opinion was that there is still no clear evidence
of “smart shipping” in the shipping
industry.

He also shared on the technical and


operational measures and the
importance of EEDI and EEOI. He
further explained on the concept of
SEEMP which encompasses
voyage management, operating
procedures for energy efficiency,
measures for energy efficiency fuel
management and other innovative
techniques/concepts.
The lecture covers some of the
decisions and outcomes that
have emerged from several
international forums and
conferences, namely, the IMO
MEPC 60, MEPC 61 and
Cacun (COP16). The main
issue focused on how to
encourage and reward the
shipping industry to participate
and contribute more to
environment health, leverage
various on the incentive
schemes.

The lecture concluded with


some question for thoughts,
what requirement will be
placed on new vessels? When ?
What about existing vessels?
Regional versus IMO? The
Question and Answer session
was actively participate by the
audiences, with much
exchanged of ideas and
opinions towards the topic.
Although, there are still much
deferring views on how such
movement will eventually
evolved in to statutory
