“A LONG MARCH” In The Light Of “INDIA AGAINST CORRUPTION” Process

Very recently, India has witnessed a spontaneous outburst of public anger epitomized around
the noted Gandhian Anna Hazare’s fast against corruption. People from all walks of life,
especially the professional intellectuals, poured into the streets of every city and town of the
country to register their protest against ever-increasing corruption. All of us know that these
corruption and malpractices within our system is not a new phenomenon. But during the last
two decades, after the neo-liberal regime took the reign, the corrupt-practices are rising leaps
and bounds and spreading its tentacles in all spheres of Indian human life in keeping with the
pace of tightening grip of those neo-liberal policy-makers at the helm of affairs. In the
international arena within corruption Diasporas, India is now competing hard to top the list.
The revelation of Radia Tapes unearthed the unholy alliance of Corporate giants-bureaucrats
and political class in power. The more this alliance gets condensed, the more the people lose
the power to maneuver to make people-friendly policy and ipso facto the corruption becomes
more rampant. Now we know the pile stashed away into the foreign Banks. The black money
generated not only at the cost of cutting people’s lifeline but also dehumanizing the people
making them sterile and bereft of any initiatives. The Lokpal Bill for which all are clamoring
after and the almost similar state authority like Lok Ayukta, made nonfunctional in state like
Assam, will add a teeth in our system of accountability to bite the corrupt power-that-be and
their hangers on. But the teeth, however sharp, is not going to cleanse our system
permanently, unless people’s rights and power are established and the alliance of trinity with
Corporate Giant projecting itself as holy spirit to squeeze Indian masses for super-profit, are
combated head on.

The movement for “India against Corruption” has already set broad perspective by
announcing the need for people’s power. The on-going debate in this process will hopefully
broaden our understanding of systemic hindrances against people’s power and eradication of
mal-practices and corruption.

However, from our experience as the inhabitant of Barak Valley vis-à-vis Assam & north-
east, we can conclude beyond reasonable doubt that the regional marginalization and
people’s disempowerment cause the corruption to be widespread and deep-rooted. The
obverse of the curtailment of rights and deprivation of people is the corruption. The crass
political class here is busy pampering their bosses and taking advantage of caste-community
divisions. In every front, right from road-rail-water communication, internal infrastructure,
employment generation, modernization of agri-production, industrial development, poverty
eradication, rural employment and food security, human rights-civil rights-worker’s rights,
plight of people related with unorganized sector, democratic functioning of all political-
administrative-educational institutions, the situation is of utter dismay. The local self
Government, Panchayeti Raj Institutions have become mere tools for facilitating the loot of
Govt-exchequer and tax-payers money (especially the indirect tax-payers of common people)
and sustaining the rule of power-that-be and their local-level hangers-on hands-in-glove with
the administrative machinery. The people feel disgruntled but helpless.

But the movement for “India against corruption” gives legitimacy and proves efficacy of
people’s initiatives. If all the right-minded people and the organizations unite to fight for
people’s issues and against corruption, we are hopeful to see the change for the better soon.
SO, RISE-JOIN-UNITE AND FIGHT FOR PEOPLE’S POWER AND AGAINST
CORRUPTION ON THE BASIS OF THE ABOVE ORIENTATION TO INITIATE A
PROCESS AT BARAK VALLEY LEVEL TO START WITH, AND IN THE LIGHT OF
ALL INDIA INITIATIVE LAUNCHED BY THE PROCESS NAMED “INDIA AGAINST
CORRUPTION”.

ত কেরেছ। মবধমান দুন িতর িবরুে সব েরর মানুষ িবেশষ কের পশাদাির বুি জীবী ও ছা -যুবরা পেথ
নেমেছ। দুন িত ও দুরাচার আমােদর ব ব ায় নতু ন নয়। িক িবগত দু’দশক যাবৎ মতার বাগেডার
মবধমানভােব উদারবাদী অথনীিতর ব ােদর ি গত হওয়ার সােথ তাল িমিলেয় দু ন িতও বেড় চেলেছ।
আ জািতক মে দুন িতর তািলকার িশষ- ােনর জন আমােদর দশ িতেযািগতায় িল । বৃহৎ কা ানী মািলক,
আমলা ও মতাসীন রাজৈনিতক িণর য অশুভ জাট অমােদর দেশ ি য়াশীল রেয়েছ তা রািডয়া টইপ
জনসমে িনেয় এেসেছ। এই জাট যতই সংহত হয়, নীিত িনধারণেক ভািবত করার জনগেণর মতা ততই াস
পায় এবং তােত দুন িতর বৃি ঘেট। িবেদিশ ব াংেক অথ জমােনার কািহনী আমরা এখন জািন। কােলা টাকার
এই পাহাড় গেড় উেঠেছ সাধারণ মানু েষর বঁ েচ থাকার নূ নতম অিধকার িছিনেয় িনেয় জীবনেরখােক দুমিড়েয়
মুচিড়েয় িদেয়, মানুষেক তার মনু ষ েবাধ হািরেয় িদেয় উদ মহীন মানেবতর পযােয় অবনয়েনর মাধ েম। লাকপাল
িবল এবং এবং আসােমর মত রােজ অেকেজা কের রাখা লাকায়ু েক সচল করেল, মতাসীন দুন িতবাজ ও
তােদর ধামাধরােদর িবরুে ব ব া িনেত মা ম অ িহসােব িতপ হেব। িক এই অ যতই ধারােলা হাক
না কন, আমােদর ব ব ােক ায়ীভােব পির করেত অপারগ হেব যিদ বি েতর অিধকার ও জনগেণর মতা
িত া করা এবং কেপােরট দানব, যারা িনেজেদর মহা া িহসােব জািহর কের অিত-মুনাফার জন ভারতীয়
জনগণেক শু েষ িনেত উি িখত ি মূিতর অশুভ জাটেক নতৃ িদে , তােদরেক স খু সমের মাকািবলা করা না
যায়।

িনঃসে েহ বলা যায় য আ িলক াি কীকরণ, গণ- মতাহীনতা দুন িতেক সব াসী ও ব াপক কের তু েল।

তু লেতই ব । রল-সড়ক-জল যাগােযাগ, িশে া য়ন, দাির দূ রীকরণ, ামীণ কমসং ান ও খাদ িনরাপ া,
মানবািধকার – নাগিরক অিধকার – ম অিধকার, অসংগ ত ে িমকেদর অব া, রাজৈনিতক – শাসিনক
– শি ক িত ানসমূ েহর গণতাি ক পিরচালন সহ সবে ে ই পিরি িত চূ ড়া হতাশাজনক। লাকাল সল
গভনেম , প ােয়িতরাজ িত ানসমূহ সরকারী কাষাগার এবং মূলত অ ত করদাতােদর অথ- লাপােটর
হািতয়াের পিরণত হেয়েছ এবং মতাসীন ও ানীয় শাসেনর সােথ যাগসাজশ র াকারী তােদর চামচােদর
শাসনেক বজায় রাখার জন এই িত ানসমূহেক ব বহার করা হে । তােত জনগণ ব িথত- ু হেয় উঠেছ, িক
একইসােথ িনেজেক অসহায়ও মেন করেছ।

তেব “ইি য়া অ ােগন করাপশ ” আে ালন গণসি য়তার বধতা ও কাযকািরতা মাণ কেরেছ। যিদ সব েরর
শুভবুি স ব ি ও গণ-সংগঠন জনগেণর িবষয় ও দুন িতর িবরুে সং াম করার জন ঐক ব হয়, তাহেল
অিতস র অব ার পিরবতন ও সুিদন দখার ব াপাের আমরা আশাবাদী।

সুতরাং উপরু িদক-িনেদিশকার িভি েত াথিমকভােব বরাক উপত কা ের “ইি য়া অ ােগন করাপশ ”
ি য়ার আেলােক “এক দীঘ যা া (অ া লং মাচ)” শুরু করার জন উঠু ন-জাগুন-ঐক ব হান এবং সং াম
করুন।

ইিতমেধ বহু সংগঠন ও ব ি এই ি য়ায় সািমল হেয়েছ, আপনারা সািমল হান।
