Sexual Abuse Case: The Creation of an Ethics Committee

1) Convene an Ethics Committee


2) Members: 3 alumni (Tentative: Sir Jely Galang, one from Law, and one outside UP)- shortlist to
be provided by Sir Atoy and Sir Pats
3) The members of the ethics committee will be the judge of the case
4) Recommendations and ruling will be submitted to the Chair- for affirmation, modification,
rejection, etc.
5) The committee will be bound by procedures.
6) The Chair has the power to create the committee.
7) If the committee has to question people, the committee has the power to do so.
8) Note: Very few times will the committee see the parties involved.
9) Deadline: End of the month
10) Ruling: April- action has to be decisive and swift.

- From a legal standpoint, the Chair has jurisdiction to provide legal sanction given proper and
impartial reasons. Everything will be properly documented.
- Chairs concerned should be informed by virtue of their office.

PROCEDURE and CALENDAR

1) Mark will forward complaint to Chair –complaint: March 15, 2011


2) Chair will convene Ethics Committee: Letter to convene Ethics Committee-
a. In light of this extraordinary circumstances, cognizant of …Invoking emergency powers,
cite ALYANSA Constitution, I hereby convene the following alumni to try the following
case/compose the said committee. The committee is invited to be convened at the
soonest possible- set the time and date? – Friday, March 18, 7PM. – Feed the
committee.
b. House Rules: Meeting for the House Rules- the only meeting time that we will meet.
3) Chair will nominate Ethics Committee-gather everything related to the case.
4) Ethics Committee will come up with a decision
5) Ethics Committee will forward decision to chair for ratification
a. 3 working days- show cause that we will not discipline you for this case. – Deadline.
Failure to do so will wave rights. –This is administrative proceedings.
6) Approved decision to be forwarded to involve parties
