It is not uncommon to make use of activities. Many times, operational networks use
campaigning techniques if they continually face the same issues in the field that could be
remedied through policy changes. At the same time, Campaigning for human rights often
have programs that assist the individual victims they are trying to help through their
advocacy work. Intention to fill a gap in services communities are gaining a powerful
stronghold in decision making. Demonstration of a relationship with governments in the
interest of sustainability. State Governments themselves are vulnerable because they lack
strategic planning and vision. They are therefore sometimes tightly bound by commercial
organisations, making decisions that have short term outputs but no long term impact.
Many networks often take up responsibilities that are much outside their skills ambit and the
government has no access to the number of projects. There is a pressing need to regulate
this group while not curtailing their unique position of acting as a mirror/supplement to
government activities.
