Settings from UEFI for stable 4,6GHz no problem with underline or dual boot:
cpu core voltage - 1,3V UEFI = 1,33V windows
cpu load line calibration - level 1
dram voltage - 1,65V (XMP or 1,68V auto) 2133/1866 (XMP)
pch voltage - 1,059V (or auto)
cpu pll voltage - 1,800V (or auto)
vtt voltage - 1,051V (or auto)
vccsa voltage - 0,925V (or auto)
internal pll overvlotage - enabled
intel speedstep - enabled
current core limit 225/225/300

Settings for 4,7+ (to max 5,1) not stable because of underline problem (stable when boot to
windows for hours):

pch voltage - 1,05 1,1 or auto - does not help
cpu pll voltage - 1,700V to 1,85 - does not help
vtt voltage - 1,05 to 1,2V - does not help
vccsa voltage - 0,925 to 1,1V - does not help
internal pll overvlotage - enabled
intel speedstep - enabled
current core limit 225/225/300 (try many others here - lowest)
51 x 100
