GSIS coverage for barangay officials sought


A lawmaker is asking Congress to include barangay officials in the coverage of the Government Service Insurance System (GSIS) to augment the meager compensation and benefits enjoyed by the local executives. The role of barangay officials is aptly recognized as they play the day-to-day operations of governance, Rep. Ma. Theresa Bonoan-David (4th District, City of Manila) said. Bonoan-David filed House Bill 4504 seeking to expand the coverage of the GSIS by including barangay officials as members of the system. In fact, they are active in providing round-the-clock security, threshing out the differences among neighbors in the Katarungan Pambarangay enforcement of basic laws and policies on safety and disaster and other concerns, Bonoan-David added. Bonoan-David said the inclusion of barangay officials in the GSIS coverage will serve as a token merit for the untold sacrifices and dedications of the thousand of barangay officials. In recent years, the barangays serve as the closest organized local units for the people. They are in the first line of access in terms of delivering basic services, BonoanDavid said. Under the measure, the GSIS, in consultation and coordination with the Department of Interior and Local Government (DILG) and the league representing barangay captains and officials shall issue the necessary rules and regulations to implement the provisions of this Act. Bonoan-David said the rules and regulations shall cover the rate of premiums and the manner of its payment, the extent of insurance coverage, the contributions to be collected from barangay officials concerned and the possible contributions of provinces, cities and municipalities.
