DEPARTMENT REPORT City Engineer Don McGahuey gave an update regarding the Grant Road overlay project. He said Washington State Department of Transportation (WSDOT) has opened bids for the East Sellar Bridge Bypass project, which includes the Grant Road overlay and Canyon A storm drain improvements. The total bid for the Grant Road overlay is approximately $927,000 which is about $110,000 over the engineer's estimate. The City's total commitment for the overlay project would be approximately $156,000, plus an additional $100,000 authorized for contingencies. He recommended the City provide the bid approval that WSDOT requires to move forward with the project. Council Action: A motion was made by Councihnember Johnson, second by Councilmember Raab, to provide the bid approval that WSDOT requires to move forward with the project. The motion carried, 5-0. MAYOR'S REPORT Mayor Lacy read the following letter into the record.
Dear Mayor Lacy; I hope you are doing very well in the fresh green season. On behalf of all the citizens of Misawa city, I would like to express my sincere appreciation for your generous relief donation at the time of the March 11 great earthquake and tsunami hit the east coast Tohoky, Japan. The money will be effectively used to help victims recover the damages at the earliest possible time. In Misawa, the fishery port area, to include its facilities has been devastated. However we are struggling to get back on feet thanks to your warm supports and encouragements. We will make every effort to recover not only economic industry but also fishery business. I wish to thank you for your understanding and continued cooperation. In closing, I would like to thank you again for your kind hospitality. Please accept my sincerest and best wishes for your further success and good health. Sincerely, Kazumasa Taneichi Mayor MisawaCity Mayor Lacy said the City Events Board was instrumental in helping collect local donations. The City sponsored the shipment of goods to Misawa, Japan, at no cost to the City. Mayor Lacy presented City Attorney Devin Poulson with a certificate for 5 years of dedicated public service to the City of East Wenatchee. He reviewed an analysis oflegal costs provided by Mr. Poulson for in-house Legal Counsel versus a contract for outside Legal Services, which shows that the City has saved money each year. Mayor Lacy announced there will be a Union Negotiation meeting this evening.

First reading of an ordinance establishing minimum levels of service for the collection of solid waste and for the collection of designated recyc1ables. Mayor Lacy elevated the ordinance to second reading. Presented by Devin Poulson, City Attorney. Countywide Solid Waste Director Ron Draggoo stated that most of the comments submitted in a letter from Waste Management regarding the minimum service levels do not change the substance or the intent of the minimum service levels. Some of the questions brought up in the letter are already contained within the existing contract and are now being formalized in the proposed minimum service levels. Further discussion ensued. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Barnhart, to adopt the ordinance establishing minimum levels of service for the collection of solid waste and for the collection of designated recyc1ables. ORDINANCE NO. 2011-04 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ESTABLISHING MINIMUM LEVELS OF SERVICE FOR THE COLLECTION OF SOLID WASTE AND FOR THE COLLECTION OF DESIGNATED RECYCLABLES.
COUNCIL REPORTS
Mayor Lacy thanked City Attorney Poulson for the memorandum regarding Business License Comparisons and a recent applicant who had been denied a Taxi Driver's License. The license was denied based on a background check that was done by the City which showed the applicant had a recent conviction for an alcohol related driving offence. Therefore, the City Council needs to take into consideration, that excluding non-residents from having to acquire a business license with the City increases the risk of to its citizens. Mayor Lacy reminded Council of Resolution 97-4. This adopted resolution states, "We desire to see the greater Wenatchee area, including our city, developed in an orderly and economically feasible manner into a destination area for tourism and recreation, making the best use of our geographic, demographic, and human resources for that primary purpose, while concurrently continuing to provide for each commercial, retail, agricultural, and industrial development as will complement such primary economic and cultural use of the area". This has driven staff to foster and support proposals for events and activities the City believes enhance the economic vitality of East Wenatchee. Council should be aware of this resolution and decide if it is a policy you want to continue to foster. He added if Council wishes to revisit the policy, that would be appropriate as it is a Council decision as to what the policy making of the City should be.
PUBLIC COMMENTS
Nathan Scott, 918 Manzanal St, appreciates the Mayor reminding Council and City Staff only follow Council Policy and what is passed. Taking that a step further as we talk about the use of money, can get some unbiased facts into the hands of the public in an easy to understand format? He said he is satisfied Council's lack of action with regards to getting information into the public's hands and when information is given and information is given, it is editorialized and has opinion in it.
Mayor Lacy said it has been a constant issue of trying to get the public informed and involved in City business. He explained there are some really good avenues that the City supports with actual tax dollars that are specifically designed to provide that kind of information to the public. The Wenatchee Valley Sports Council and the Wenatchee Valley Visitors Bureau provide tremendous amounts of information regarding tourism and events on-line. Further discussion ensued. In 2009, the members of the Douglas County Regional Council updated the Douglas .. County Regional Policy Plan. A component of this update included the adoption of new population forecasts and allocations for Douglas County and the cities within Douglas County. The adopted population projection allocates growth from the year 2008 to 2028, based upon the high series population projection provided by the Washington State Office of Financial Management. The choice to utilize the high series population projections was jointly agreed upon by the Regional Council. A component of the discussion in adopting these high series population projections was the need to revisit the population projection allocations once new census data and population projections became available. 2010 Federal Census data has been issued in part, and will continue to be issued in 2011 and 2012. New population projections will be issued by the Washington Office of Financial Management (OFM) in the autumn of 2012. When all of these data resources are issued, the Douglas County Regional Council should reconvene to review and update population projections and allocations for the jurisdictions within Douglas County, most likely in the Spring of 2013. Currently, Douglas County and the City of East Wenatchee are undertaking a process of reviewing industrial urban growth areas and the need to expand those boundaries to accommodate future employment in a 20 year timeframe. The current population projections extend to 2028 as documented in Appendix A of the Douglas County Regional Policy Plan. Census data that has been released gives an excellent new resource for a benchmark of current population in 2010. Douglas County proposes to utilize this data and extend projections to the year 2030. The Regional Council has already authorized the use and adoption of the OFM High Series Population Projection, issued in 2007, which extends to the year 2030. We propose maintaining the previous commitment to the high series population projection and allow jurisdictions the

opportunity to extend to the year 2030. This would extend out the time period in the chart in Appendix A to 2030. The 2010 Census would provide the base-year population count. We consider the extension not as an amendment of the previous agreement but rather a clarification that the jurisdictions had agreed to utilize the high series population projections provided by OFM, which extended the projections three years longer, to the year 2030. Douglas County proposes that this clarification could be memorialized by each jurisdiction's Mayor, and the Chair of the Board of Douglas County Commissioners, providing a signature on the form included in this correspondence, stating that they are in agreement to this clarification extending the chart in Appendix A of the Regional Policy Plan to the year 2030 with the continued use of the 2007 Office of Financial Management high series population projections; and the ability to make use of the 2010 population estimates which have been issued under the 2010 Census for each jurisdiction's urban growth area. RESOLUTION A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON DECLARING A LONG TERM FOCUS FOR THE COMMUNITY.
WHEREAS, community leaders and citizens of the City of East Wenatchee, as well as citizens and
leaders of all local governments in the greater Wenatchee Area, are currently faced with the necessity and opportunity to make many important choices about the future economic -and cultural development of our community;' and
'WHEREAS, the nature of the choices made by community leaders today will have a significant
long term impact on the economic and cultural prosperity of our area; and
WHEREAS, we deem it necessary that the present choices and decisions made by local leaders be
consistent with a well considered and appropriate vision of the future of our economic and cultural environment; and, '
WHEREAS, we recognize that the location, demographics, and resources of the greater Wenatchee
'
area make it better suited for tourist recreational development than for any other kind of use; and , '
WHEREAS, we believe that the development of our city and the greater Wenatchee area as a,
destination area for both summer and winter recreational activities will give our citizens the best opportunity for individual and collective economic prosperity; and
WHEREAS, we believe that a common vision of the future of the greater Wenatchee area would
assist local government leaders in their efforts to cooperate with each other for the orderly and mutually beneficial use of the resources of our community; and
WHEREAS, we, as community' leaders, want to declare publicly our vision for the economic and cultural development of the greater Wenatchee area in order to prompt a general dialogue for the development of a consensus on this issue among all local goverrtments; and NOW, THEREFORE; THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON, HEREBY RESOLVE AS FOLLOWS:
We desire to see the greater Wenatchee area, including our city, developed in an orderly and economically feasible manner into a destination area for tourism and recreation, making the best use, of our geographic, demographic, and human resources for that' primary purpose, while concurrently continuing to 'provide for each commercial, retail, agricultural, and industrial development as will complement such primary economic and cultural use of the area.
