State of Oregon/AFSCME Central Table Employer Counter Proposal July 11, 2011 2 year agreement State continues to pay

6% PERS pickup -CCL State continues to fully pay premiums for insurance coverage through Plan Year

2011.
State will pay 95% and employees will pay 5% of the monthly premium rate as determined by the PEBB for Plan years 2012 and 2013.

State will pay an additional $30 monthly subsidy for employees monthly premium rate for employees with salary rates below $2,500 a month from December 2011 through November, 2012.

State will continue to pay the current part-time subsidy for eligible part-time employees who participate in the part-time PEBB plan through December 31, 2011.

State will pay 95% of the part time subsidy for part-time eligible employees who participate in the part-time PEBB plan for plan years 2012 and 2013. No COLA's from July 1, 2011 - June 30, 2013. The State will continue to absorb the cost of the 2010 step increases. Employees due a step increase (not those at top step) July 2013 through May 31, 2013 will receive a step on June 1, 2013. Employees with a salary eligibility date of June 2013 will receive their step on their usual date in June, 2013. For Agencies that can close operations, there will be four (4) closure days and one (1) float day during the first year and two (2) closure days and one (1) float day during the second year. For Agencies that cannot close operations, unpaid days off can be taken as unpaid holidays, unpaid vacation days, or float days as determined by agency operating needs, or as a voluntary 1.15% salary reduction for employees earning $2696 and above and 1.53% for employees earning below $2696. Letters of Agreement will be amended accordingly.
