Approval of Minutes, September 22nd, 2010 Art Murmur Proposal from Tina Dilman

Finalized minutes will be emailed to the committee for approval. Tina Dilman of Art Murmur gave a brief history of Art Murmur and presented her request for funding in the amount of $7,500.00 to support the following: -Executive Director/Event Coordinator and Bookkeeper -Increased security -and marketing and promotions material Andrea Kirpatrick expressed her support by stating that the efforts of Art Murmur benefit the entirety of the City of Oakland. Steve made a motion to approve the $7500.00 sponsorship. Michelle Lane explained that a commercial was shot in Old Oakland, and lights were strung around the trees surrounding the property. The lights were left up, but the rest of the equipment for the lights was taken. The business owners in the area wish to keep the lights up, but are requesting help with the costs that amount to The motion to approve the $7500.00 sponsorship of Art Murmur was approved by consensus.

Holiday Tree Lighting Update from Carmen Santisteban and Andrea Kirkpatrick

$2,900. The property owners would take on the responsibility to maintain and replace the lights, so this is a onetime purchase for the districts. Aliza Gallo stated that the city approved the $3,000.00 from the deferred reimbursement funds from CEDA for the Old Oakland tree lighting. Carmen gave a brief update on the Downtown Oakland Tree lighting. It is scheduled for December 2nd from 5:00 p.m. to 6:30 p.m. The entertainment is scheduled and they are within budget. Andrea explained that the Uptown tree lighting is a much smaller event then Downtown Oaklands. The proposed date for the tree lighting is December 7th. The city is allowing us to use the redwood tree in front of Kaiser center. Andrea obtained a quote from a tree service company for maintenance of the tree. They also want to install permanent lights on the tree, which is very costly upfront but is a long term investment. Steve proposed that we ask for an additional $10,000 from the DISI contingency fund for the LMUDA tree lighting.

Clock Repair Update

Farmers Market Update

Chris brought an initial proposal from Sudhish Mohindroo for the design piece of 13th St. at $4,300.00. Chris is going to negotiate that amount and when there is a final number he will send it out to everyone. The clock is currently at Neon Works in Emeryville. They found the original manufacturer and are replacing it with original parts. They are adding solar powered timers as well. It should take about another month for them to get all the parts ready. Then we will figure out an installation date. Gallen and Neilly will be handling the press for the clock installation which could potentially be made into a nice little event. Marco sees this farmers market as a potential source of revenue for the district. Aliza found that they have a long term arrangement with the city, but there is more research to be done. There is potential for a great partnership that may include advertising for the district and cooperation with cleaning and safety impacts in the area.

Event Updates and Announcements: Old Oakland Thursday Nite Live: Final recap and

Gairy gave a nice recap of the TNL series. They did 3 plus months of shows and had a turnout of 100-200 people at each event. TNL brought a

First Friday Recap and Review -Art Murmur and Mid Oak Arts District update

hike in the surrounding businesses. It was suggested that TNL occur weekly instead of every 1st and 3rd Thursdays for consistency and momentum. It would also allow for better advertising. Cortt Dunlap explained that there are several smaller art district in Oakland that all fall under the umbrella of First Fridays. It is their wish to eventually unite all of these small districts. We have used these funds to develop a website, Oaklandfirstfridays.com, which can be used as a template to design websites for each of these districts. Each site would be linked to the First Fridays website. This is the first step to making these art districts self sufficient.

Gallen & Neilly PR Update

It was decided that all communication regarding CBD website updates be sent directly to the administrative staffing, Eddy, and Gallen and Neilly. Youth Radio is battling technical difficulties and Steve is pursuing the completion of the video project. The banner program is being executed in two phases. Phase 1 will focus on installing the banners up along Broadway, and phase 2 will include installing banners throughout the rest of the districts. This is the first time that the city has ever allowed a long term use permits for the banners and they are still working out the details. It is important that they maintain the rights to review the banners that are displayed and to continue use when necessary. Samee Roberts expressed her concern that the banners will be too district focused and not advertise Downtown Oakland as a whole. The city would like to use the phrase Meet Downtown Oakland on the banners to bring consistency with previous downtown city marketing. Another suggestion was the banners advertise the amenities available in the districts, which would also allow for variety within the banners. It was suggested that a meeting be held with Samee, the board presidents and staff to come up with a comprehensive design. It was decided that Gallen and Neilly would not promote this weeks First Friday event because of the Mehserle sentencing that Friday. Dane informed us that Gallen and Neilly are putting together a template for a monthly e-

blast. Samee commented that because those updates were being sent from a Gallen and Neilly email address they are often ignored because the address is not recognized.
