1. Introduction
Rural development is the key for the growth of the country. Rural population in India depends on agriculture and other allied occupations related to agriculture. The main factors for the development of the rural areas are improving agricultural productivity, encouraging economic activities in the rural areas, developing quality of infrastructure etc. These would contribute to the overall development of the human resource in the rural India. Suvarna Gramodaya Yojane is a new initiative of the Government of Karnataka for developing vibrant village communities by adopting an intensive and integrated approach to rural development. This scheme was launched at the commemoration of the Golden Jubilee Celebrations of the formation of the State of Karnataka, the initiative focused on the development of 1000 villages every year by a concerted effort of the Government, Non Governmental Organizations, Private Sector Partners and the Village Communities.

from which the final list will be prepared for approval by the Government). Once selected, the village will continue to be in the Suvarna Gramodaya Yojane list till the implementation of the programme as per the plan approved for each village.

1. Paving of all internal roads/streets which have a minimum density of at least four dwelling houses or other buildings per 100 meters. 2. Internal roads will have kerb side drains for draining off storm water with all the storm water being lead away from the village site. Separate system of sullage drains should be provided to avoid stagnant pools of sullage in the village site. 3. Water supply schemes will be built or augmented to meet the full requirement of drinking water in all parts of the village, especially the parts of the village inhabited by weaker sections. The R.D.P.R norms of 40 lpcd/55 lpcd will be applied to assess the requirement of water. 4. A new village extension will be developed with basic infrastructure and adequate sites to meet the requirement of the future expansion of the village for the next ten years. The sites in the new extension will be available for sale at cost with free sites being distributed to identified houseless /site less BPL families. 5. Houses will be built under Ashraya/IAY for all the houseless BPL families. 6. Electricity will be provided to all the dwelling houses and community buildings. BPL familities will be given assistance under Bhagyajyothi scheme. Adequate street lighting will be provided to all parts of the village. 7. A separate community site is to be developed for disposal of solid waste away from the dwelling houses. Individual plots may be allotted to households for forming manure pits. 8. All households in the village shall be assisted to build household toilets for their use. Community facilitates with water supply will be built in schools and Anganwadis. The development of infrastructure like roads and drains, while being universally popular will be of limited consequence in improving the quality of life in the village without adequate sanitation. Therefore, the development of roads and drains will be taken up only after completing the work on construction of toilets and shifting of manure pits outside the village site.

The scheme in the district of Belgaum was under taken in two phases that is First Phase in the year 2006 - 07 and Third Phase in the year 2009 -10. At present the Third Phase of the scheme is under Progress.
In the First Phase 97 villages had been taken up under Suvarna Gramodaya Yojane at an estimated cost of Rs 89.54 Crores and in the Third Phase 88 villages have been taken up in Belgaum district at an estimated cost of Rs 77.60 Crores

Table No.1 shows that in First Phase road construction was undertaken in 10 Taluks at a total cost of Rs 4436.61 lakhs were allocated and in all 237.897 Kms roads was constructed. In Third Phase a total of Rs 5542.66 Lakhs is allocated and Rs 2605.76 work is completed. In the third phase 133.68 Kms of roads is already constructed under the scheme.

In the First Phase (Table 3) 252.362 Kilometers of RCC Drains/ Masonry Drains and Precast Drains was constructed with estimated cost of Rs 2235.733 lakhs. In the Third Phase (Table 4) which is progress has already completed 9.24 Kilometers at a cost of Rs 94.51 Lakhs.

According to Table 5. In the First Phase 117 Anganwadis have been constructed in Belgaum District at a cost Rs 345.15 lakhs against an estimated cost of Rs 345.15Lakhs. In the Third Phase 4 (Table 6) Anganwadis have been constructed, 04 at a cost of Rs 160.05 Lakhs against the allocated funds of Rs 667.12 Lakhs.

Suvarna Gramodaya Yojane has supported significantly in the construction of Community Halls for the rural population in Belgaum District, in the First Phase (Table 7) 125 community halls were constructed at a estimated cost of Rs 964.02 lakhs against estimated budget of Rs 976.07 lakhs. In the Third Phase (Table 8) 21 community halls are constructed. These are constructed at a cost of Rs 439.17 lakhs against an estimated budget of Rs 1435.77 Lakhs.

Computer Training Programme. In the First Phase, out of 97 villages computer training for the rural youth has been given by Keonics YUVA. Com center in 91 villages a total of Rs 196.24 lakhs amount has been incurred for the computer training programme.
Placement assistance is provided by the computer training institutes for the rural youth. In the Third Phase, out of 88 villages computer training for the rural youth is being given by Keonics YUVA. Com center in 59 villages a total of Rs 191.155 lakhs amount is being incurred for the computer training programme. 3192 students are in the training process in the third phase of the scheme.
Tailoring Training Programme In the First Phase out of 97 Villages 263 rural women have been trained in tailoring in 8 villages at the cost of Rs 7.8 lakhs and 153 rural women have been trained under Zardoshi Programme at cost of Rs 4.59 Lakhs
In the Third Phase out of 88 Villages 897 rural women are been trained in tailoring activity in 23 villages at the cost of Rs 23.40 lakhs.

9.0 Medical Facilities in Rural Area under Suvarna Gramodaya Yojane in Belgaum District
The scheme covered 97 villages under First Phase and 88 villages in Third Phase. In the first phase Following schemes were implemented for enhancing rural health in Belgaum District.
Janani Surkasha Yogane In the First Phase 12164 women were provided the benefit at a cost of Rs 8193015. In the Third Phase 8098 women were benefited with an estimated cost of Rs 5498589.
Prasuti Araike In the First Phase 3078 women were provided subsidy amount of Rs 3196038. In the Third Phase 2248 women were provided subsidy amount of Rs 2229145.
Madilu Kit In the First Phase 2203 women were given Madilu Kits soon after the delivery of the child. In the Third Phase 1997 women were given Madilu Kits soon after the delivery of the child. In both the Phases pregnant were provided by the health department by giving them Checks Bed Sheet, Jamakhana, Bed Sheet, Towel, Sweater, Socks and Cap, Jabla, Rubber Sheets, Abdominal Belt, Sanitary Pads for mother, Child Bed Sheet, Flannel Bed Sheet, Cotton Diaper, Soaps and Detergent kit.
Taayi Bhagya Plus Yogane Rural BPL pregnant women delivered in private hospital are provided with Rs 1000, under the scheme. In the first phase 303 women are benefited and subsidy amount of Rs 287016 was given by Health Department. In the third phase 283 women are benefited under the scheme and Rs 258022 subsidy amount was given by Health Department.
108 - Ambulance Service To provide service during emergency, accidents and fire related accidents 41 ambulance are purchased and provided services under the scheme. In First Phase 97 villages and Third Phase 88 Villages are provided this facility to the rural population by Health Department.

Pregnant Women Care In the first phase 87 villages and Third Phase 88 villages were covered and provided service to pregnant women.
Female Sterilisation / Tubectomy Under this program, in First Phase 11094 women were provided this service and in Third Phase 6923 women were provided this service by Health Department under this scheme.
Male Sterilisation/ Vasectomy Under this scheme, in the First Phase 137 men were provided the service and in Third Phase 114 men were provided this medical benefit by Health Department.
Immunisation Programme Under this scheme, in the First phase 30570 children were provided with Polio drops in 97 villages of Belgaum District and in Third Phase 20085 children were provide with Polio drops in 88 villages.
Leprosy Control Programme Under this program, in the First Phase 150 people from 97 Villages are identified and treated and in Third Phase 55 people from 88 villages are identified and treated under this program.
T.B Control Programme Under this program, in the First Phase 1466 people were identified and treated in 97 villages and in Third Phase 959 people are identified and treated in 88 Village.
Blindness Control Programme Under this scheme, in the First Phase 6333 people were provided medical support in 97 villages and Third Phase 3713 people are provided with medical support for the diseases related to blindness in 88 villages
Malaria Control Programme In this scheme, 824 people were provided medical assistance for treatment of Malaria in 97 villages and in Third Phase 94 people were provided medical assistance for treatment of Malaria in 88 villages.

Thyroid Control Programme In this scheme, 46 people were provided medical assistance for Thyroid control in 97 villages and in Third Phase 26 people were provided medical assistance for Thyroid control in 88 villages.
Under this scheme, 537 people were provided medical assistance in 97 villages and in Third Phase 691 people were provided medical assistance in 88 Villages
Additional Medical Support provided by Health Department under the Scheme Telephone facility in Primary Health Centers in villages Support and service of private doctors in villages are availed for community health under the scheme Awareness of immunization Programme in the villages Maintenance and repairs of medical centers in villages In fist Phase 3498 health awareness program and check up camps were conducted in 97 villages and in Third Phase 2171 health awareness and medical camps were conducted in 88 villages.

Institutional Deliveries In 97 villages of the First Phase 108 services and Janani Surkasha Vahini services are utilized to conduct 17193 institutional deliveries. In 88 villages of the Third Phase 108 services and Janani Surkasha Vahini services are utilized to conduct 10900 institutional deliveries.
Training Programme In the 97 villages of the First Phase, 808 and in 88 villages of the Third Phase, 478 where A.N.Ms, skilled Birth attenders and other medical staffs were given training in Pregnant women and mother health program.
Nutrition Day Programme In 97 Villages of First Phase, 5062 Nutrition day Programme were conducted. In 88 Villages of Third Phase, 2902 Nutrition Day Programme were conducted.

In First Phase 51287 Quintals of Seeds were provided at a subsidised rate to the farmers at Rs 40,35,5200. In the Third Phase 42606 Quintals of seeds were supplied to the farmers at subsidised rate of Rs 2, 333, 7690.
2. Farm Equipments Distribution: In the First Phase of Suvarna Gramodaya Yojane 4553 numbers of Farm equipments were provided at a subsidised rate which amounts to Rs 33875238. In the Third Phase 2975 Numbers of Farm equipments were provided at a subsidised rate of Rs 22585765.
3. Minor Irrigation Units: In the First Phase, 14858 farmers were provided with minor irrigation units which amounts to Rs 40203116. In the Third Phase, 2388 numbers of farmers were provided at a subsided rate of Rs 29354186.
4. Plant Protection Medicines Distribution: In the First Phase 536 litres of chemicals were provided to the farmers at a subsided rate of Rs 387000. In the Third Phase 359 litres of chemical was provided to the farmers which amounts to Rs 277582.
5. Plant Protection Chemical Distribution: In the First Phase 29338 liters of Pesticides was provided at the subsided rate of Rs 3632299. In the Third Phase, 591591.5.5 liters of pesticides were provided at the rate of Rs 1898234.
6. Gypsum Distribution: In the First Phase,10041 Tonnes of gypsum was provided at subsided rate of Rs 481914. In the Third Phase, 2532.5 Tonnes was provided at a subsided rate of Rs 3860790.
7. Micro Nutritients: In the First Phase, 29684 Quintals of Micro Nutritients were provided to the farmers at a subsided rate of Rs 2150499. In the Third Phase 9906 Quintals of Micro Nutritients were provided to the farmers at a subsided rate of Rs 1386027. 8. Bullock Cart Distribution:
In the First Phase, 186 Bullock carts were provided at Rs1550567 and Third Phase, 8 are provided to the farmers at Rs 65875.

Villages selected in First Phase are Desur, Uchagaon, K.K Koppa, Mangyankoppa, Chikmunolli, Beedi, Ghodgeri, Makkalgeri, Sattigeri, Shivapur villages, in these villages, subsidy of Rs.11.25 lakhs was given to famers to establish new gardens of 50 ha of mango and banana.
For area expansion of 85 ha grapes, Rs 19.12 lakhs subsidy was given in Sankonatti, Telsang, Kottalgi, Shiraguppi, Naslapur, Koligudda, Handignur villages. Villages selected in Third Phase are Hirebagewadi, Macche, Gandigwad, Benadi, Nanadi, Avaradi, Arbhavi, Nallanatti, Tigadi, Devarsigaehalli. In these villages, 30 ha mango and 15 ha of banana were developed by farmers. For development Rs. 6.75 lakhs subsidy was provided by Horticulture department.
In Shedbal, Yalihadagali, Avaradi, Betigeri villages Rs. 6.75 lakhs subsidy given to farmers to establish 30 ha of grapes. For construction of 6 community tanks Rs.25 lakhs subsidy was given to farmers at Shedbal, Gundewadi, Badachi, Telsang villages. Subsidy of Rs. 9.34 lakhs was given at Uchagaon for construction of 2 green houses.
11.2 Micro Irrigation (Drip) Under this Scheme for installation of drip irrigation system to horticulture crops, 75% subsidy is given to farmers. Maximum limit for fruit crops is 5 ha and for vegetable crops 2 ha.
Villages selected in First Phase are Desur, Honnihal, Modaga, Karadiguddi, Mutnal, Umarani, Mallikwad, Telsang, Handigund, Koujalgi, Yarnal, Kanagala, Sivapur, Sattigeri, Huli . Rs.40 lakhs was given to install drip irrigation system in 125 ha of mango, grapes banana and vegetable crops.
Villages selected in Third Phase are Hirebagewadi, Bendigeri, Devalatti, Jagnur, Kadapur, Nanadi, Chikkval, Betageri, Vakkund, Pattihal.K. In these villages subsidy of Rs. 11.5 lakhs was given to farmers to install drip irrigation to 35 ha of horticulture crops.

11.3 State Sector Schemes For integrated pest and disease management 50% subsidy was given to farmers in terms of plant protection chemicals. Improved / hybrid seeds of vegetable crops were distributed to the farmers with a subsidy of 50%.
In the first Phase, 44 villages are selected for plant protection chemicals and seeds were distributed with a expenditure of Rs. 5.221 lakhs. Rs.3.238 lakhs subsidy was given in 36 villages in Third Phase in terms of plant protection chemicals and seeds.
11.4 T.P/Z.P Schemes Under Assistance to farmers scheme 50% subsidy was given to farmers in terms of plant protection chemicals. Under training to farmers scheme selected farmers were given training on horticulture.
Villages selected in First Phase, these schemes were implemented with an expenditure of 2.881 lakhs and during Third Phase these schemes were implemented in 18 villages with an expenditure of 0.641 lakhs.
11.5 Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNERGA) Villages selected during First Phase are Handigund, Makkalgeri, Ankalgi, Kulgod, Koujalagi, Akkatangirahal, Godgeri, Hosur, Madihalli, Kanagala, Borgal, Badkundri, Hitni, Shivapur, Inamhongal, Hooli, Sutagatti, Marakumbi, Harugoppa villages, coconut and mango saplings were planted in front of houses, for which Rs.45.61 lakhs were incurred in these villages.
In Sindikurbett, Arabhavi, Betageri, Talkatnal, Udagatti, Nallanatti, Kundargi, Avaradi, Deshnur, Tigadi, Vakkund, Devarsigaehalli, Devgaon, Pattihal, Turkurshigehalli, Murkibhavi villages selected in Third Phase coconut and mango saplings were planted in front of houses, incurring an expenditure of Rs.25.44 lakhs. and Rs 0.61 lakhs was spent on this scheme.

Varadan scheme
Rs. 5,000 per acre has been provided as incentive for new plantation under Varadan scheme. Under First Phase 50 farmers and in Third Phase 15 farmers have availed this benefit.

14.0 Animal Husbandry and Veterinary Science Development in Suvarna Gramodaya Villages
In the First Phase villages, following development activities were undertaken; 1. Under Special Component Scheme 171 Cow/ Buffalo were distributed at the total cost of Rs 17.12 Lakhs. 2. Under Special Development Project 123 beneficiaries were given fodder facility at total cost of Rs 65,600. 3. Under Package Scheme 47 Cow/ Buffalo were distributed at the total cost of Rs 13.35 Lakhs. In the Third Phase Villages, following development activities were undertaken. 1. Under Special Component Scheme 61 Cow/ Buffalo were distributed at the total cost of Rs 6.10 Lakhs. 2. Under Special Development Project 98 beneficiaries were given fodder facility at total cost of Rs 1.202 lakh. 3. Under Package Scheme 60 Cow/ Buffalo were distributed at the total cost of Rs 16.10 Lakhs.

In the First Phase, 1277 Self Help Groups were formed and savings of Rs 60276687/- was generated. Revolving fund of Rs 5000/- to each group was given and a total of 1255 groups were given an amount of Rs 6275000/- revolving fund.
In the Third Phase, 1081 Self Help Groups were formed and savings of Rs 71673975/- was generated. Revolving fund of Rs 5000/- to each group was given and a total of 1042 groups were given an amount of Rs 5210000/- revolving fund.

15.1 Bhagyalaxmi Scheme: In this scheme, in the 97 villages of the First Phase, 9479 beneficiaries have been approved and 7613 beneficiaries have been distributed Bhagyalaxmi Bonds a total of Rs 12,62,71900/- subsidy was approved to these beneficiaries.
In this scheme, in the 88 villages of the Third Phase, 6398 beneficiaries have been approved and 4475 beneficiaries have been distributed Bhagyalaxmi Bonds a total of Rs 9,41,62650/- subsidy was approved to these beneficiaries.

2. RCC Drains/ Masonary Drains and Precast Drains: The scheme has benefited the rural people with better drainage facilities in the villages. In the First Phase 252.362 Kms was covered under the scheme and in third Phase, 9.24 Kms were completed under the scheme. This has benefited the villagers with improved hygiene and better quality of life in the village.
3. Anganwadis: Suvarna Gramodaya Yojane has supported the villagers with Anganwadis. In the First Phase, 117 Anganwadis were constructed and in Third Phase, 04 Anganwadis are constructed. This benefited large number of Anganwadi going children and women in the villages of Belgaum District.
4. Community Hall: Suvarna Gramoday Yojane has supported the construction of community halls for villagers for functions and village meetings. In the First Phase 125 community halls were constructed in Belgaum District and in the Third Phase 21 halls are constructed under the scheme.
5. Training Porgram to Rural Unemployed Youth: Under this program rural youth were trained in computer skills and tailoring skills. Placement assistance was also provided to the rural youth. Tailoring trainings have been benefited rural women to become Self-employed.
6. Medical Facilities: Suvarna Gramoday Yojane has come as a blessing to the villagers in providing medical facilities in rural places. NRHM National Rural Health Mission Program and its schemes have benefited a lot to the rural population of Belgaum District.

7. Agricultural: Rural population depends on agriculture, Suvarna Gramoday Yojane has supported the farmers in Belgaum district with high quality seeds, modern agricultural equipments, irrigation facilities, pesticides, gypsum and bullock carts. This has supported in improving the agriculture produce in Belgaum district.
8. Horticulture: Suvarna Garmoday Yojane and horticulture department has supported the villagers with new type of farming. National Horticulture Mission has supported the villagers to undertake farming of grapes, banana etc. The horticulture department under this scheme has also supported with subsidised drip irrigation facilities to the farmers.
9. Sericulture: Under this scheme, rural Belgaum has been benefited with adapting to sericulture projects. Silk farming was supported for improving the income level of the farmers in the Belgaum district. Sericulture department has supported drip irrigation facility and provided assistance for silkworm rearing houses at the subsidised rate to the farmers in Belgaum district.
10. Water Conservation: Watershed department has undertaken various water conservative structures in various schemes like DPAP, IWDP and RVP which helps in restoring underground water in rural villages of Belgaum district. This has resulted in reducing water scarcity in rural villages.
11. Animal Husbandry and Veterinary Science: Schemes were undertaken to support the villagers for purchase of Cow/ Buffalo at subsidised rates. This has supported the villagers with additional income for their families.
12. Forestry: Under Suvarna Gramodaya Yojane, greenery in the villages was improved by planting saplings at the road side, colleges and schools, public places etc. This improved the environment in the villages

18.0 Conclusion
In a nut shell Suvarana Gramodaya Yojane has proved to be a boon for several villages in more than one way in Belgaum district. The facitlites like better roads, drains, community halls, Anaganwadis, medical facility, training facility to rural unemployed youth, benefits given by various allied department like Agriculture, Horticulture, Sericulture, Veterinary, Women and Child Welfare, Watershed and Forest department have improved the of life of villagers. quality
