MPA CIRCULAR ON SECURING ARRANGEMENTS AND CARGO STOWAGE

We would like to advise Members that the Maritime and Port Authority of Singapore (MPA) has issued a shipping circular to shipowners, No.15 of 2010. This highlights the importance of cargo stowage and securing. In addition, the circular makes reference to the following documents which may assist masters in these matters: 1. IMO resolution A.533 (13) Elements to be taken into account when considering the Safe Stowage and Securing of cargo units and vehicles in ships; 2. IMO resolution A.581 (14) Guidelines for securing arrangements for the transport of road vehicles on Ro-Ro ships; and 3. IMO resolution A.714 (17) Code of Safe Practice for Cargo Stowage and Securing as amended. We would like to add that improper stowage and securing of cargoes has caused injury, death and damage not only at sea but also during loading/unloading operations.
